While I agree (and had already discussed) that the production obstacles, including war, energy grid, and overall state of the country, are major impediments, probability of Ukraine receiving the license and tech transfer is zero. And I mean it literally, as in there is no chance in hell, regardless of circumstances. So none of the rest really matters. The same is true for most of the rest of the promised epic stuff. Like I discussed previously and @Hoover mentioned above, no one in their right mind would transfer any sensitive technology to Ukraine. And this is true not only for the time while the war is ongoing, but long after as well if Russia is not defeated in one way or another. The rationale is simple: when Ukraine loses this war and is completely devastated as a country and as a nation, without much prospect of joining the EU in the foreseeable and relatively distant future, no one knows how things would play out. There is waaaaaay too much uncertainty.
I should add that overall tech transfer and licensing is not that big of a thing in general. No one provides their most modern and advanced technology to anyone else for no reason. Quite the opposite, in fact. And it is most certainly true when some beat-up, near third-world country is concerned in particular. I mean, really, the idea itself is beyond laughable. But the narrative is sure strong (WWE). Not sure why some/many people refuse to see the reality.
More on the tech transfer, also discussed previously. Do people think that Ukraine developed the Flamingo, for example, all on its own? Of course not. Guidance, planning, the whole thing was more than likely (in fact, most certainly, in my opinion) was developed with tech transfer from the western nations. And this monstrosity is about as good as it gets. And see how well that is working out. Maybe a bit more will be provided. Nothing beyond 80s level though, with some little degree of modernity where deemed necessary. Maybe 90s and that is pushing it a bit, in my opinion. Drones? Sure. It’s a new (or newly found but real) development and Ukraine is a testing ground for all those willing (again, I discussed it previously). Which is why, as I had also already discussed (and provided various references) most successful drones Ukraine is using were developed and built elsewhere. I should also reiterate something I said before: thinking Ukraine can build something countries not at (kinetic) war and with real capabilities cannot and especially in some great quantities is ludicrous. And I mean it. Like need a head examination by a team of real field-leading professionals type of level. The real world works nothing like has been advertised since 2022.
Remember Rheinmetall, for example, opening production lines in Ukraine? Most modern IFVs (if I recall correctly), artillery shells, a whole bunch of other “goodies”? That was nearly three years ago. What happened? Well, nothing, as was expected and commented on. Some repair and maintenance facility operating somewhere in most western Ukraine, and even that is a maybe? Nothing else. Why not? Well, because if one wants to heavily invest and open up some serious production in Ukraine… see above about the team of leading mental health professionals and head examination. That’s the real world. Other examples are plentiful. Any rational person should see the bullshit in the cracks. Especially by now, years in.
