I think the problem was with that one U214 for Greece. Like you said South Korea is happy with its U214 and the Greeks have not spoke of any problems with their first locally built one either.

I think Marlin is also a good option for the Pakistan.. 214 is not nessecary ...
French already supplying 5 scorpeons to india and Marlin is much imroved version of scorpeans and they are specially desgin for the Pakistan navy ... and French are the reliable partner of PN from the past ...

I'm not entirely sure that the Marlin is finalized in terms of design. The Scorpenes will be built in India to a customized version. So overall I'm not that sure that the potential Pakistani Marlin will necessarily be "much improved" on the Indian Scorpenes.
What will probably make the difference will be the sonars, the torpedoes and the cruise missiles carried (or not), and the missions that will be given to the SSKs on both sides.
Anyway I doubt PN and IN will accept that technicians from DCN will be in charge on subs of both countries... who would ensure no news about potential Babur or Brahmos integration gets through to the other side ?

Although the probability is with TKMS right now in the submarine tender, do remember folks that there is still a 4+ corvette and 4 frigate requirement - as well as potential Seaking Mk.45 and Alouette III replacements. So even if DCN does not win now, there is still a chance it could at least one of the above tenders - it has a good chance in the frigate one.

These programmes are to be funded via regular defence budgets or require at least partially FMS (US aid) ? Understanding this may help in guessing what role the US defence industry may want to play in these tenders.

At this point it appears to be from Pakistan's own finances.

A headline from latest issue of Janes Defence Weekly:

"French warship builder DCNS has scrapped plans to develop its Marlin submarine design for Pakistan and will offer the Scorpene instead - the same type"

French must be desparate to offer the same submarine to Pakistan that they sold to India. Pakistanis discussed U-214 with German Defence Minister just two days ago.

i doubt pakistan will get the same type of submarine as india, besides i believe there will be very little similiarity between any indian and pakistani scorpenes, indian scorpenes as to be upgraded indigenous after the first 2 are constructed(maybe something in the lines of the spanish s80).

The Pakistanis seems to have the leverage in this deal so i wouldn't think they would accept anything less than what india got in its Scorpenes. The French seems desperate to win this deal. The were reports that the German U-214 was favored by the PN.

The Pakistani submarine deal requires AIP and Harpoon capability at the minimum, with perhaps Pakistani belief that the sub can carry Babur in the future. Design will be chosen by the end of this year.

It is. Other day I was in the parlement & had a word about this with a naval official & the annual budget presented a day back has alocated separate money to navy (inside the defence budget).

Are acquisitions part of the defence budget or separate allocations? Does Pakistan state both the allocations and budget in its overall defence expenditure figure - like India?

The acquisitions of JF-17 & F-16s was clearly stated in the breifing paper of the current annual budget. Both aircrafts were mentioned in it that I know. This probably means these to aircrafts havent got separate budget. As for the naval inductions, I havent got the briefings in my hands yet so I dont know.

I doubt the senate would allow allocation of a separate budget for anything. It cannot interfere in the budget nor is the budget refered to it, but anything financial outside the sphere of annual budget is accountable to senate. So the federal lower house government members would not take risk of having separate allocations for defence. Thats why they increased the defence budget by Rs.25Billion in the annual budget, knowing Senate would counter it if it were to allocated seprately.

Pakistan's defence expenditure is always shrouded in mystery. I dont think the government is prepared to create separate funding for new acquisitions other than what is already catered for in the Defence Budget.

This is a purely naval thread. To answer your query, its one of the 24 Helis acquired from Bell by Pakistani Forces.
