Is "when" a factor to consider?
During a negotiation, is "don't do it" a provocation or doing "it" afterwards the provocation?

Come on. Russia placed nukes in Kaliningrad after 2014, and in Belraus during the war. That is a provocation. Done by Russia. Okay, for you not, of course.
