Base on what I know during my previous Bank financing local shipyard defense project (patrol boats), if it is domestic suppliers then the contract will be in IDR. Thus it's classified as domestic financing.
For example the yards build 44M KAL Patrol Boats, usually the contract in IDR stated for the patrol boats to fully completed FFBNW. Thus all foreign components like machinery and basic sensors must be calculated on the IDR Contract. However for weapons and additional sensors, it's done in separate contract with foreign suppliers. Thus it will be under USD and classified as Foreign Financing.
So it's possible for Army the amount of Domestic financing will be larger compared to other services. If significant portion of small/medium caliber ammo and land equipment contracted through Pindad and other local suppliers, then they will fall under IDR Domestic Financing.
So it could be the USD 4.4 bio related to rotary wings procurement (as Army wants to enlarge their Air Mobile capabilities). Whether it's S-70 or MV-22 will remain to be seen. It can be also on point defence Missiles, or more 155mm mobile guns. There's talk the army want to phasing out some of their old 105mm field gun.
