I believe, Shrapnel Games make the best war Games. Even though the campaign was a monumental tragedy, for all concerned, games and books on Operation Barbarossa are the most compelling to the military strategist. Hitler gambled his best troops on the stake that was Barbarossa, and became a pauper in the aftermath. At least it looks to be the case. The Idea resembles a gambler, who thinks his gambling is a sound and creative business proposition. The book, 'Stalingrad', written by Antony Beevor, won many prizes and accolades. I plan on buying the book, 'Guderian, Panzer General', which I trust will be a good biography on one of the Architects of 'Blitzkrieg'. 'Praetorians', is another very impressive game on the 'Strategy War' genre. It is about the elite Roman Guard Unit, and is published by the Game arm of Random Library book publishers.
