There's meeting in Parliament with Naval Chief on Navy opinion in the establishment of official Coast Guard entity. As this moment the maritime constabulary duties intersect on various agencies and ministry.
Actual non Naval patrol ships in Indonesia actually significant enough in number. However they are distributed in Bakamka (unofficial Coast Guard), Maritime Police, Customs, Fisheries, Transport Ministry. This off course increase bureaucracy waste, inefficient budget expenses, higher operational costs, and off course as usual in Indonesia increase under the table costs between various agencies.
The bureaucracy cake slicing that make this problem unresolved for decades. In this meeting Naval Chief already shown support for creating official coast guard agency. This in his opinion to simplified maritime constabulary bureaucracy, and provide 2nd line of maritime security reserve in times of war or emergency after Navy.
I suspect Navy wants Bakamla thar being supported as main coast guard agency and the rest merge under new Coast Guard. Bakamla already have strong relationship with Navy, and their commander mostly coming from Navy. Thus there's vested interest by Navy on Bakamla. However for me it us better to do that. It will not reduce 'unofficial' costs significantly at Indonesia maritime policies, but hopefully provide better regulatory control.
