Thought this may be of interest to our Indonesian friends.The RAN and TNI-AL have just finished AUSINDO Corpat 2012 a joint exercise between out 2 Navy's.

Both Indonesian boats have been at Darwin Naval Base for the last few days. I steamed past them tonight.
HMAS Gascoyne and HMAS Diamantina have also been at DNB few the last week. I assume they were not in the exercise but are doing their bit in BPC

The Minister of Defence told Parliament that one of the reason he wants to buy 3 Nahkoda Ragam Corvetes, because the National Corvete/Light Frigate programe faced delay. So far that I know that's the only mentioned about the program recently.

Talking about this project with a friend in PAL, he's only smiled and say, 'why do you think that we still go with Damen ?' Perhaps he's joking or not, but in my book, it shows the deal with Damen has not finished yet.

Sorry no official sources yet, just some info from source within PT. PAL. Seems the National Corvette/Light Fregat (PKR in Indonesia) with Damen really in the brink of collapse. PT. PAL did not like the term and amount of contract Damen will give to PT. PAL in the project.

Seems Damen will only give PT. PAL part of Hull assembly, and other system integrations (which's make the larget portion of warship project) will go to Damen. PAL say that if only hull they will got, what's the ToT (Tech Transfer) since they already can build much larger hull than Sigma 10514 which going to be the based for the projects.

Next June will be the dead-line for any future projects with Damen. PAL now seriously considering Fincantieri (which come second in the tender) for continuations of the projects. Internally, PT PAL wants Fincantieri from the beggining, but some lobby from Netherland tip the balance to Damen before.

Frinds in PAL says, only miracle will bring us back to Damen side. This in my book show the difference of possition between PAL and Damen already very big to mend. But who knows later on.

Who says they don't
PAL preferred Fincantieri from what I gather. However if (and I emphasizes 'if') Damen project with PAL do fail, there also no guarantee the second place bidder (Fincantieri) will filled the spot.

PAL under pressures internally and externally to keep the project momentum going. Fincantieri already has design in hand. However if someone else can also provide suitable design with better project deal, then the door still open I believe.

Kemenhan Buy Dutch Destroyer Ship U.S. $ 220 Million

Kemenhan and factory ships of the Dutch Damen Schelde Naval Shipbuilding (DSNs) signed a cooperation contract procurement and construction of 1 unit missile destroyer escorted 10 514 worth of 220 million U.S. dollars, today.

The signing of the contract represented the Head of the Defense Facilities Kemenhan Maj. Gen. Prabowo Ediwan and Sales Director for Navy Ships DSNs Evert van den Broek.
Indonesia is fortunate that the ship has the ability to fight underwater.

Ediwan said production missile destroyer escort (PKR) 10 514 DSNs will be conducted by a national working factory ship PT PAL Indonesia. Ediwan added, Indonesia would be lucky to have this ship because it has the combat capability of the water, in surface water and also on the water.

Negotiations between the Netherlands and Indonesia to reach an agreement signed today with the last two years through the process described by Ediwan as "conditions that go up and down."

"We've done too many meetings to reach an agreement today," says van den Broek, adding that DSNs will pay attention to the good implementation of this joint project, which will involve 240 people including 74 from PT PAL.

Ship building consists of six modules for 49-month period of work to be done simultaneously and together the two sides have set a target of PKR can ship completed in early 2017.

"We will train personnel PT PAL in terms of project management and engineering," says van den Broek.

President Director of PT PAL Indonesia, Firmansyah Arifin, said that the two modules will be done at the shipyard in the Netherlands and Romania DSNs and four will be done at the shipyard PT PAL in Surabaya.

"The six modules that will eventually be merged and the ship will undergo a final test our shipyard," said Firmansyah, adding that the fourth processing module in Indonesia will be conducted under the supervision of DSNs

After this first ship production cooperation, Firmansyah said PT PAL hopes will be his own production of the next similar vessels.

This contract will be effective upon the scheme of financing available and approved by the Ministry of Finance and processing modules can be done when the contract has been effectively applied.

However the number only one? Or there will option for more? TNI AL needs not only one PKR.

Ananda, may be you forget that Dahlan Iskan, the minister that lead the state enterprises has changed PT PAL management, whom he hates so much ( he said it forthcomingly sometimes ago) since he was in Surabaya.

Hope the new management with the backing of the minister can work more efficient and effective.

Damen Schelde Naval Shipbuilding signs contract for SIGMA 10514 Guided Missile Frigate, PKR - Perusak Kawal Rudal

The Ministry of Defence of Indonesia and Damen Schelde Naval Shipbuilding, The Netherlands today signed a contract for the engineering, build and delivery of a SIGMA 10514 Guided Missile Frigate, PKR - Perusak Kawal Rudal

The PKR will be built for the Indonesian Navy, TNI AL, and is to be delivered in 2016.

The acquisition of this ship is part of the further modernization and expansion of the Indonesian Navy, TNI-AL.

The main missions and tasks of the SIGMA PKR 10514 will be in the domains of naval warfare as well as Maritime Security missions and tasks. Also, the ship may be used for humanitarian support tasks.

The main characteristics of the SIGMA PKR 10514 are:

Length: 105 mtr

Width: 14 mtrs

Displacement: approx 2400 tons

Propulsion: Combined Diesel and Electric(CODOE)

Crew: 100 + 20 spare accommodation

Combat System:

Extensive Air, Surface and Sub-Surface Surveillance capabilities.

Guided missile Systems and gun systems for Anti-Air Warfare and Anti-Surface Warfare

Torpedo systems for Anti-Submarine Warfare

Active and Passive Electronic Warfare Systems

Tacticos Combat Management System

Also, the SIGMA PKR 10514 will be able to carry an organic helicopter.

The ship will be built according to the successful SIGMA modular building strategy, as a sequel to the earlier built four SIGMA Corvettes for TNI AL. This means that modules of the frigate will be built in Europe as well as locally at PT PAL in Surabaya Indonesia. The assembly and trials of SIGMA PKR 10514 will take place in and from Surabaya, Indonesia.

This is only for 1 ship, but as the projects stated before seems will be followed by options for others. In my opinion, this is a try out project, to see whether it will be working fine between Damen and PAL.

Funny that the Indonesian Navy use the name Escort Missile Destroyer for a 105 meter light frigate/heavy corvette...

More than four years is really long for just a 105 meter light frigate...

The Video open with a section from Damen on Sigma Frigates (the Morrocan ones), as prelude on what Indonesia PKR will be based on.

Later on the Video continue with an Indonesia General as Min-Def spokeman on PKR projects stated the deal and ToT in it will means that of 6 PKR modules, 4 will be build in PAL, 1 in Demen yard in Netherland, and another in Damen owned shipyard in Rumania.

The section then followed with an interview from Damen Executives on the project that hinted that the ToT with this kind of agreement will be fo the first PKR, while the second one seems he's hinted the job share of PAL will be much larger.

In my oppinion the first PKR will be a test bed, whether for the second one, PAL will be abble to build overall PKR in their owned yard in surabaya.

Navy Decided on Dewa Rutji Replacement

Spanish shipyard being rewarded contract to build a new Training Sail ship for Indonesian Navy as replacement of current 60 years old Barquentine KRI Dewa Rutji.

SURABAYA - AFP: Headquarters of the Navy has been ordered to ensure a high mast sailing ship from a shipyard in Spain international, who is projected as a replacement training ship KRI Dewaruci.

Chief of Naval Staff (KSAL) Soeparno admiral told reporters in Jakarta, Tuesday (19/6) suggests, a tall sailing ship is planned to start production in 2013 and is scheduled for completion in 2014.

The Budget being reported for USD 80 mio. Even though the Naval Chief has not indicated which shipyard in Spain being awarded the contract. However I personally believe Navantia that being rewarded.

3 FAB-60 from PAL already being contracted and the first steel cut already commencing last month. There are two local build FAB projects already contracted, FAB-40 with PT. Palindo in Batam and FAB-60 with PT. PAL in Surabaya. This from Min-Def official sites : KKIP Menggelar Sidang Pleno Ke-VI di PT. PAL Surabaya

FAB already within the capabilities of Indonesian shipyard, thus usually no fuss being talked about the project. However for Light Frigates, PAL still need Technological support from established players, especially on manufacturing management.

From local forum indicated the Shipyard that will build Dewa Rutji replacement will be Astilleros Shipyard Group from Spain. The ship being speculated as 4 mast Tall Sailing ship but also from Barquentine classification.

The gun for the FPB/KCR-60 will it really become the Bofors 57 mm Mk3?
That device between the VLS and bridge of the SIGMA 10514, whats that? Looks like the 375 mm ASW mortar on the Fatahillah Class....

According to the protocol signed between two countries, Turkey is commissioned to build two naval vessels within the scope of MILGEM project. Acoording to sources, the 2 billion USD deal will also involve modernisation of Indonesian fleet. In addition to this protocol, the two countries also signed a number of other diplomatic agreements including visa exemption for special and service passports.

Ive nothing heard about this on Indonesian media reports, but it should be fantastic news.
Perfect to supplement the four SIGMA 9113 corvettes already in use and the single (+5?)SIGMA 10514 frigate on order.
BTW, if we really are planning to get 6 SIGMA 10514 frigates, than it seems to me that it will be a replacement for the Ahmad Yani Klas...

PT. PAL, so far has been stated as the manufacturer for future Indonesian Navy surface combat ships. Also so far PT. PAL only being directed to have cooperation and technology transfer agreement for Light Frigate size ships with Damen.

The order for PKR 10514 range from 1 to 2 according different sources. However the contracted order so far only one. Some Dutch media indicating that Damen sources told the actual order is for 2 PKR based on Sigma 10514 design.

No other order or project for Corvette/Light Frigates has been indicate so far apart from PAL - Damen PKR project. The other possible procurement for Corvette-Light Frigates size vessel up until 2014 is possible procurement for 3 ex Nahkoda Ragam Corvette from BAe.

The Navy need those 3 ex Nahkoda Ragam to fill gap leaved by the retirement on 3 ex RN Tribal Frigates. The 4 Sigma's corvette procured from Damen was to filled as replacement for 4 Claud Jones Frigates. Whether PKR 10514 in the end will be build up to 6 vessels as replacement for Van Speijk, remain to be seen.

However as you can see, TNI-AL actually with this corvette/light frigates projects did not add new capabilities, but more as replacement. I believe new capabilities seems going to be with FPB (KCR) 40 and 60 to supplement existing FPB in which (since mostly constructed in the 80-90's) will be kept operational.

BTW: Fincatieri still lobby hard for piece of Light Frigates Project. They have support from some members of Parliament. Thus knowing Indonesian 'Parliament murky' politics, don't ruled out Fincantieri yet. Afterall their 104 m Light Frigates design (based on Commandante design) still moving around in some corner of Indonesian Parliament. Don't you just loved 'democratic' politics .

Indonesian Parliament really try to emulate some 'finer' working ethics example from US Congress when dealing with Defense Procurement .
