It comes down to doing a risk assessment and making a judgement call but at the end of the day noone can read people's minds and predict what someone will do tomorrow.It gets me wondering about the security clearance processes that even let him join. Following the Philipines interest on Abukuma Class as Koxinga Put the link few months ago, the Philipines MinDef saying that they only interested to get six after reviewing their budget.
Japan media also reported that Vietnam and Indonesia also shown interest with Abukuma class Destroyer Escort. There are speculations due to Japanese policies on what kind of condition that those Abukuma class will be transfer.
If Japan allowed in the end the transfer I suspect the missiles will be taken away, but sensors and guns will remain. If that happen it is still good deal as those ships can still be streach out to 15 or even 20 years as Patrol Corvettes.

Italy offer Maestralle for interim frigates, but seems MinDef decided not to choose. They are not allergic to second hand Frigates and Corvetes.
