Sudan Civil War

1. Back on 17 May 2021, France held a conference in Paris, chaired by Emmanuel Macron, in support of Sudan’s then democratic transition that has now failed — Abdel Fattah al-Burhan & Abdallah Hamdok represented Sudan.

2. The U.S. State Department has announced that they have gotten the Sudanese Armed Forces and their paramilitary opposition, the Rapid Support Forces (RSF) to agree on a 72-Hour Ceasefire
(a) The RSF is fighting the Sudanese Armed Forces in the Northern District Khartoum and in the City of Omdurman.
(b) On 17 Apr 2023 (Mon), EU Ambassador to Sudan Aidan O’Hara was assaulted by a group of men at his residence in the capital city of Khartoum.
(c) Wim Fransen, head of the EU’s humanitarian agency in Sudan, was shot amid fighting in the country’s capital Khartoum on 18 Apr 2023 (Tues), a European Commission spokesperson said.

3. As of Apr 2023, the Juba Peace Agreement of 3 Oct 2020 is dead.

4. Conflict mapping efforts on the urban battles in Khartoum seem to initially indicate that the UAE supported RSF have an upper hand against the Egypt supported Sudanese Armed Forces, with a lot more fighting to be expected.

5. The US embassy staff in Khartoum have been evacuated in 3 Chinooks. Given the fact that the armed groups had MANPADs, it was essential that Gen. Milley & the AFRICOM commander spoke to both sides prior to the American embassy evacuation.
(a) As an antidote to the dangerously misinformed, Jack Murphy provides important considerations behind the Noncombatant Evacuation Operations (NEO) process & how forces like the 82 Airborne’s Immediate Response Force (IRF) to be used — the IRF was not used for the NEO mission.
(b) The Saudi embassy also led a road convoy out of the conflict zone. Likewise, the British embassy has also been evacuated.

6. The TNI will establish a logistics tail in Port Sudan to provide security for the evacuation process. After which they will push forward troops. In contrast to the more cumbersome Saudi / Indonesian effort staged from Port Sudan, the European effort (aka French, Spanish, & German troops & SF teams), have created a temp security bubble around an airfield in Omdurman (just outside Khartoum), to aid evacuation.
(a) An air bridge has been re-opened in Sudan. The French, Spanish and Germans are making good use of a lull in fighting to get their people trapped by the fighting out. Around 400 Germans and nationals from more than 20 countries, including UK have so far been evacuated in flights from Khartoum Sudan. The three governments have already negotiated safe passage through the city with both the Sudanese army and the RSF. Evacuees were then packed ‘like sardines’ into A400Ms and flown to Djibouti.
(b) The RSF & Sudanese Armed Forces are trigger happy. Embassy staff have been killed in the fighting — an Egyptian embassy staffer in Khartoum was killed on 24 Apr 2023 (Mon), said the Egyptian Foreign Ministry. Mohamed al-Ghawary, an assistant administrative attache, was killed on his way to the Egyptian embassy, said the statement.
(c) The Malaysian government evacuated 14 Singaporeans for us — who are smart enough to tag along with Malaysians in Sudan. Thank you, Malaysia. Meanwhile, Ukraine’s Military Intelligence, GUR, has conducted an operation to evacuate people from Sudan. 87 Ukrainian citizens were evacuated. The Ukrainians also brought dozens of Georgians and Peruvians out with them. They are all now in safety in Egypt.
7. Macron on Sudan:

“Sudan is in the throes of violent clashes. A first plane repatriating our compatriots, European nationals & other countries, has just landed in Djibouti.
I salute the mobilization of our armies & the agents of the Ministry of Foreign Affairs.”

China could be in better position then EU or US on brokering deals between the Army and RSF. Seems both of them having better relationship with China then US and West.

In contrast to the more cumbersome Saudi / Indonesian effort staged from Port Sudan
Saudi's, Indonesian have much more citizens in Sudan compare to European. Indonesia for example as sides embassy staff, but also students (mostly to Sudan's Islamic related universities) and factory workers. Indonesian food giant Indo Food has factory in Sudan. If not mistaken one of their two factory in Africa (the other one in Nigeria).

This video and article below from SCMP shown how those nations with large nationals in Sudan seems depend more on sea based evacuation from Port Sudan.

In contrast to the more cumbersome Saudi / Indonesian effort staged from Port Sudan, the European effort (aka French, Spanish, & German troops & SF teams), have created a temp security bubble around an airfield in Omdurman (just outside Khartoum), to aid evacuation.
Germany was providing the "robust" component for this "security bubble", with a total of four Wiesel MK20 (20mm gun) and Wiesel MELLS (Spike-LR2 launcher) brought in on an A400M flight.

The German operation stages out of the German forward base at Al-Asrak Airbase, Jordan with several hundred soldiers deployed there. An undisclosed number of Mungo MRAP (at least a dozen) for troop transport were also flown to Jordan by An-124 for this.

The mission is currently wrapping up, with the last German flight getting out around now.

P.S.

Rumours-wise (as in "not commented on") the German AOR Bonn is also deploying to Port Sudan. The ship is currently in a waiting position north of the entrance of the Suez Canal, having deployed from her original mission as part of EUNAVFOR MED Irini.

Besides carrying a number of helicopters there is also a Lithuanian boarding team onboard.

8. Thanks for sharing. I understand that there have been 6 evacuation flights from Sudan to Jordan. The #Bundeswehr evacuated over 500 people from ~30 nations. Any Germans that are still in Sudan will be picked up by international partners on their flights in the next few days.

9. Did not know that Indo Food had a factory in Sudan.

10. The usual route to Port Sudan is 800km but to avoid the worse of the fighting, the JSDF led convoy drove over 1,200km to evacuate their citizens — a much longer drive than evacuation from Wadi Seidna Air Base, Omdurman (just outside Khartoum).

German Parliament will vote on permission for the mission on wednesday with the mandate lasting up to May 31st and allowing for deployment of up to 1600 soldiers with a mission budget of 22.4 million Euro. The long mandate is to ensure availability for possible additional evacuations.

Did not know that Indo Food had a factory in Sudan.
Indofood has 20 overseas factory mostly for their instant noodle products. I have to make correction as previously I thought they only have 2 factory in Africa, turn out already 6. Their instant noodles is quite favorite in Africa and Middle East.

This and the number of students in Sudan make more than 1200 Indonesian nationals in Sudan. Big portion of Students is in International University of Africa (Sudan). Which from my understanding consider one of top Uni in Africa and open substantial enrollment from International students.

This make evacuation bit problematic for countries that have students in Sudan. They are scattered around Khartoum and with this sudden flares of hostilities mostly center in Khartoum, makes many International students trap. Which is why Saudis coordinate with countries that have International students there like Indonesia to create security bubble in Port Sudan. So I don't think TNI and other foreign military there will push forward outside Port Sudan. Seems the warring faction now give Port Sudan as evacuation point of gathering.

From what I gather it is better to create there, as creating similar thing in Khartoum will face risk on dragging toward Army and RSF fights. The problem now is gathering those that scattered.

This video shown how they're trap in their campuses when the fight suddenly erupt around the complex.

Indonesian embasy uses busses to go around fetching them, but from what I gather in local media, most of them trying by foot to reach Indonesian embassy. Getting enough fuels for busses also problematic now days.

.

Just more information on Ships yesterday and today that arriving in Jeddah from Port Sudan. Shown how important Port Sudan to evacuate most foreign nationals from Sudan.

India also send Naval Ships to Port Sudan as bulk of their Nationals also in Port Sudan.

Indonesian AF 737 being use to evacuate more pressing conditions evacuees, from Port Sudan Airport. While most of the rest going with Ships.

Put it in here as the article shown few points:

1. TNI-AU manage to do 4 sortie flight with their 737 to get 355 Indonesian Nationals and 17 other nationals from Port Sudan Airport. This on top of 400+ Indonesian nationals that has been evacuated before by Saudi's ship. Shown this Airport and Port Sudan overall, seems so far being let by Army and RSF as foreign nationals evacuation points.

2. There're still around 111 Indonesian Nationals and some TNI personals in Port Sudan. Shown TNI-AU aim at least another two sorties to clear all Indonesian from Port Sudan. So far Indonesian embassy manage to gather 897 Indonesian nationals to Port Sudan.

3. TNI-AU Chief told they have to work fasts, as he's not sure how long Port Sudan still be open for International evacuation. He's indicating the Sudanese two forces shown signs they are closing in on Port Sudan facilities.

This shown the windows for evacuation is closing in. Even though it is farther then Khartoum, perhaps Saudis, Indonesia and some other Middle East countries decision to use Port Sudan as evacuation point has merit.

Using Wadi Seyidna Airport that closer to Khartoum seems more precarious. This Airport used by several NATO nations like Turkey, German for evacuation point. Closer to Khartoum has easier and faster evacuation access, but also open for riskier chances for cross fires or even some 'accidental' but bit deliberate fires.

Sudan Update No. 1 of 2

1. Goods are becoming scarce in the hardest-hit urban centres, especially Khartoum, and many civilians are struggling to access water, food, fuel and other critical commodities. The cost of transportation out of conflict-affected areas has risen exponentially. Telecommunications and internet connectivity have been affected by the lack of fuel and damage to infrastructure.

2. Meanwhile, fighting continues on 30 Apr 2023 (Sun), as the Sudanese Armed Forces tries to clear RSF held areas — wh. means civilians caught there will suffer.

3. In Khartoum, 61% of health facilities are closed and only 16% are operating as normal, leaving millions of people without access to health care. Looting of humanitarian assets and offices has compromised humanitarian action in key locations.

4.The Chinese military has completed the mission of evacuating Chinese from Sudan. 940 Chinese citizens and 231 foreigners were carried by Chinese naval vessels out of Sudan to the Saudi Arabian port of Jeddah

5. Australia and Canada have successfully secured places on overland convoys for Australians and Canadians who want to leave Sudan. The best option for departing Khartoum is now overland to Port Sudan where ferries are departing for Jeddah. Meanwhile, the British and Canadians have stopped their flights Wadi Seidna Air Base, Omdurman (just outside Khartoum) — as it is getting too dangerous to do so any more.

6. Once the international community has evacuated the foreign nationals, a bloodier phase of this civil war will go on.

Sudan Update No. 2 of 2

7. At least 528 people have been killed and about 4,600 wounded in the violence, according to Sudan’s health ministry. The United Nations refugee agency said it was bracing for “the possibility that more than 800,000 people may flee the fighting in Sudan for neighbouring countries”.

8. Interesting that the British Army deployed an airborne engineering team for air field repair to enable evacuation to continue from Wadi Seidna Air Base, Omdurman (just outside Khartoum). The air movement is enabled by personnel from across the 3 services operating at the multinational coordination cell, ensuring the safe evacuation of civilians. Once repairs are completed, evacuation from Omdurman (just outside Khartoum) is still possible.

9. At Port Sudan, HMS LANCASTER will continue providing aid. Likewise, the US Navy has moved USS Truxtun and the USS Lewis B. Puller to Sudan's coast. The USNS Brunswick arrived in Saudi Arabia’s Red Sea port of Jeddah, has done a first ferry run, carrying 308 people out of Sudan, according to Al-Ekhbariya TV.

Russia has also evacuated personnel from Sudan with 4 Il-76 flights. Russian SOF were involved in the evacuation. Pre-war Sudan had a deal with Russia for a naval station, and was under US pressure not to go through with it. All of this is of course now up in the air.

The rumours from back thenwere confirmed in an official public order from the commander of the Navy late April. Bonn was being prepped for an evacuation deployment in Sudan beginning April 17th (*), with 75 additional men plus several tons of "support equipment" taken onboard. The number of sforces taken onboard was large enough that until the seaside evacuation was called off they had to hot-bunk onboard.

(*) i.e. before the ceasefire between RSF and Sudanese Army mentioned in the first post of this thread came into effect.
