The new nation has been partially recognized by the world community and much of the world is not in a rush to welcome it into the community of nations.
To the north and east, you have Serbia which claims Kosovo as its own. With a somewhat powerful army, decent air force, and Russian backing. The Serbs have moved to rapidly modernize its armed forces and the Russians may be interested in helping to speed the process up. The Serbs will also in the event of war be able to tap into mercenaries and volunteers from all over the Slavic world and will most likely have substantial numbers of paramilitaries fighting along side the regular military.
To the northwest you have Montenegro which has had decent ties in the past with Kosovo and is mostly stable. The possible threat would be preventing incursions by Albanian nationalists which may destabilize the Montenegrin government. The Montenegrin military plans to have no more than 2500 men under arms with little to no heavy equipment and no major combat air force.
To the south and west is Albania which has not been entirely stable in the past, however things have improved. The Albanians have about 16,000 men under arms and is undergoing the process of modernizing its military with no major air capabilities.
Finally to the south and east is the Republic of Macedonia. Albanian nationalists based in Kosovo frequently violate Macedonia's sovereignty and there has been trouble in the past. Macedonia keeps around 13,000 men under arms and has some heavy equipment such as T-72 tanks. Macedonia also has 10 Mi-24 "Hind" attack helicopters in its arsenal.
In addition, there are rival Serb and Albanian militias to contend with in Kosovo itself.
You must build a force that can do the following:
1) Replace KFOR and the European Union forces in the country currently.
2) Prevent civil strife and a possible civil war.
3) Defend the sovereignty of the new nation in a very rough neighborhood.
4) Keep Albanian radicals from launching incursions on your neighbors in an effort to build a "Greater Albania".
Toward these goals, you have The remnants of the Kosovo Protection Corps which number a little over 5,000 men. However, most are ex-Kosovo Liberation Army (KLA) members with experience against the Yugoslav Army.
Armaments on hand are various old Chinese made Type 56 assault rifles (AK-47 clones), Yugoslav M70 assault rifles, Albanian and Yugoslav SKS clones, some G3s and FN FALs smuggled from Croatia, a few M-16s and G-36s from various sources, old Yugoslav Mausers and Mosin-Nagant bolt-action rifles, a couple of Barrett .50 sniper rifles, and even some WWII era MP-40 and Ppsh-41 submachine guns.
You have been allocated 5 years and the first year's budget is 111,350,000 Euros which is 5% of GDP. The GDP is expected to increase by 4% annually and the Kosovo Parliament wants to increase defense spending to 6% of GDP next year and for the remaining years.
As for sources of weapons:
US, Britain, Germany, Italy, Belgium, Finland, and France will sell small arms and other equipment that's not the most advanced in their arsenals. These nations will also give away old uniforms and personal gear.
Poland is offering small arms and locally produced weapons and they are open to deals.
Albania is offering to give surplus small arms, however these are dated Chinese Type-56 assault rifles and Korean War era machine guns.
Pakistan and Saudi Arabia will sell anything they can offer, however be prepared to pay full market prices.
Iran is also offering anything it can export, however buying from Iran will hurt ties with the West.
Russia, China, South Africa, Spain, and Serbia will not sell to you at all.
Other countries may be willing to sell weapons through the black market.
Finally, the United States, Britain, Germany, and/or France have offered to train the new military.
