there are not many country's that can and will build diesel engine sub's
Taiwan has already been able to order Tognum engines for its new class of FACs. Thus chances are it could get German engines for other things like submarines.

However, it's probable Taiwan won't build submarines itself for the navy's next class. They'll either be built in the US, or the hulls made in European yards fitted out in America.

what's matter with my word ?

In my point , what my word to do with Chinese Taipei navy is that , what they do just a waste of Chinese people's money , when civil war between the mainland and the Taiwan province of China broke out , Taiwan Province's Navy will destroied at the first , no doubt.

It shows some lack of comprehension wrt what the Taiwanese Navys role is. It isn't supposed to go toe to toe with PLAN in a Vernichtungsschlacht. :) Rather it is to prepare the arrival of the USN. There is also a mission complex between the binaries of peace and all-out war.

And this has nothing to do with Freedom of Speech.

Taiwan to buy 12 anti-submarine aircraft from US

Taiwan has signed a deal to buy 12 P-3C anti- submarine aircraft from the United States and has asked the US to build a P-3C maintenance centre in Taiwan, the Central News Agency (CNA) said on Saturday.

Wu Wei-jung, director of the Defence Ministry's Military Procurement Bureau, confirmed the P-3C deal during a background briefing to the press Saturday, according to CNA. Wu said that Taiwan's Industrial Development Bureau signed the deal to buy the aircraft from Lockheed Martin in December 2007, after Lockheed Martin had agreed to include technology transfer, or industrial cooperation, in the deal.

Under the agreement, Wu said, Taiwan has requested that eight of the 12 P-3Cs be manufactured in Taiwan as well as a flight simulator. Lockheed Martin has submitted its industrial cooperation plan for Taiwan to the US Navy, CNA quoted Wu as saying.
Does this mean the deal has been finalised?

A maintenance line would be good for Taiwan, as well as the ability to refurbish some of those planes.
