All these FON ex will always have a contingency plan to them but its not like some precedents have not occurred in the past in respects to the USSR ramming USN assets in the cold war.With recent reports of the Chinese navy calling for US navy ships to be stopped and rammed in it's waters. Would the US navy be able to respond with force as this is a deliberate act.

As for hawkish comments it can come from both sides, remember the US Secretary of State Rex Tillerson calling for a blockade way back when, id imagine there would be numerous comments from inside the pentagon on the subject.

It's not the PLAN per se calling for that. It is one officer within it. However, that fact that it is being reported by the mouthpiece of the CCP does give it some credence, because the PLA, PLAN & PLAAF do not belong to the Peoples Republic of China but to the CCP.
