This would still appear to rule it out however as the "maximum above-deck weight for each fully operational Effector Station (ES) shall not exceed 2,500.kg". We know that each of the Phalanx positions can handle a weight of well over 6t, so the 2.5t limit probably indicates this system will be positioned elsewhere, maybe further forward where the Royal Navy depicts installing Dragonfire.
