Well ever since the agreement between Australia and the US both side are pulling out all stops to keep Jakarta on side. Like to know whose budget the 25million is coming out of. Plus the 3 RAN patrol boats to intercept SIEV from Indonesian waters, can see trouble brewing for Gillard again with the greens again.

Australia to give Indonesia ex-RAAF C-130 Hercules | thetelegraph.com.au
Doesn't really matter about the $25m IMHO. Probably would have cost us as much in reurbishment costs to sell the C-130H's anyway. It's probably a good investment, assisting a near neighbour in diplomatic terms and a good investment for us (with the potential to reduce the use of our assets in that role), given how often we've been called upon to support Indonesia in times of crisis.

If they can substantially build their own assets up and gain an adequate operational capability, it'll probably save us money in the long run...

(Not that I'm advocating we leave victims of disaster to themselves, just that it's more effective and efficient maintaining an indignenous capability to respond and handle such events, and our capabilities can boost that effort if necessary).

Well if you see this : U.S. says giving, not selling, F-16s to Indonesia | Reuters

Seems the upgrade job will be conducted in US. The Indonesian Min-Def has some talking with Turkey for potential F-16 upgrade, but if it's goes ahead, it will be for existing 10 F-16 A/B Block 15 +.
Yep, the work is to be done in America as stated in the DSCA announcement I posted earlier. As they are highly experienced in re-activating aircraft stored at AMARC, it's probably for the best.

From Seputar Indonesia website : http://www.seputar-indonesia.com/edisicetak/content/view/447940/34/
With Google translate:
JAKARTA - The power of the main tools of weapons systems (defense equipment) the Navy will increase following the procurement process 11 units anti submarine helicopters + anti surface, and two marine patrol aircraft.

Additional defense equipment that will fill the weaknesses of the Navy-owned ships. Navy Chief of Information Office of the First Admiral TNI Fortunately Suropati say, the existence of fixed-wing aircraft and rotary wing (helicopter) crucial for the Navy, because they are an extension of "eyes" and "ears" of the ships of the Navy (KRI). Indonesia's vast marine territory, according to him, it is not possible to reach by KRI given limited powers.

Therefore, the existence of an additional two units of maritime patrol aircraft (MPA) dan11 Seasprite anti-submarine helicopters that are very important to fill the vacancies which are excluded military ships. "The plane certainly has advantages in maneuverability, flexibility, wide range, and the detection capability is also faster," said Lucky in Jakarta, yesterday. Two units of MPAs that will add to the strength of the Navy aircraft CN-235 is a plan already accepted the Navy in 2013.

In addition to radar detection, the aircraft will also be equipped with the ability to take action. As for the number one squadron of Seasprite helicopter, it has a more powerful enforcement capabilities. Six of the 11 helicopters equipped with weapons ASW, the remaining five units are anti surface. "Procurement plan in 2012," he said. Secretary of Defense Industrial Policy Committee Lt. Gen. Sjafrie said the procurement of CN-235 MPA for the Navy defense equipment included in the priority of the TNI.
I just hope it's not the ex RAN Seasprite which I believe still in Kaman Inventory and being rejected by the Ausies due to on going problem.

6 Additional Flankres for TNI-AU closer to deal.

From Ria Novosti: Russia to sell six Su-30 fighter jets to Indonesia – paper | World | RIA Novosti

Russia started the first day at an arms show in Malaysia with a preliminary agreement on the delivery of six Su-30MK2 fighters to Indonesia, the Kommersant business daily said on Wednesday.

Kommersant cited a Russian source at the talks with Indonesia during the LIMA-2011 arms show on the main island of Langkawi as saying that a contract on the Su-30MK2 delivery could be signed as early as by the end of 2011.

The source did not specify the price of the contract as it would depend on the array of weaponry to be installed on the aircraft according to Indonesian specifications.

However, an anonymous source in the Indonesian delegation said the contract could be worth at least $500 million.

Russia’s state-arms exporter Rosoboronexport refused to comment on the negotiations.
Existing flankers: 2 SU-27 Sk, 2 SU-30 Mk, 3 SU-27 Skm, 3 SU-30 Mk2. Plus if the deal done 6 SU-30 Mk2. Well at least they (TNI-AU) begin to wise-up and concentrate to SU-30, and not this mix with Su-27.

Exactly.
But one things is still unclear for me with what type of radar these Su-30MK2 are equipped: a N001VE, a Phazotron N010 Zhuk-27 or an N011M BARS?
The price of this contract ($500jt) is a lot more than the former order, a $300-million contract signed in 2007 on the delivery of three Su-30MK2 and three Su-27SKM fighters. So, its not only the difference between 3 Su-MK2 instead of 3 Su-27-SKM that makes the price difference of $200 million.

This contract probably includes weapons and munitions for the planes, something that reportedly was absent from some of the previous deals.

It looks like the new contract is not for 6 Su-30MK2, but for 3 Su-27SKM and 3 Su-30MK2. All 6 planes will be built at KnAAPO.

Great  So they still maintain this mix of SU 30 Mk2 and Su 27 Skm. Ooo well What do I know :D. I always thought with increasing number of F-16, the SU 27 Skm will be redundant, and should more focus with Su 30 Mk2. It's make sense to get Su-27 in 2004 (the First mix Batch) when there's no guarantee with the future of F-16 in TNI-AU. However things are different now, and well, should stick to get more Su-30. But then again what do I know, I'm just another fan boy.

Btw Feanor, there's rumors in here that TNI-AU also asking for upgrade packages for the First batch of Flankers ( 2 Su-27 Sk and 2 Su-30 Mk) to be upgraded to Skm and Mk2 standard as the rest. Do you hear anything ? Much oblige.

According to a lot of sources, the budget for weapons and platforms are normally separated. Maybe they have changed this policy, or like Ananda says, maybe its (the $500 million contract) including the upgrade of the 2 Su-27SK and 2 Su-30MK from the first batch.

I haven't heard anything, but it's not expensive or difficult. The SKM package is the same as the SM package, and those have been getting churned out quite easily at KnAAPO. I don't see why it would require any serious negotiations.

Australia Positively Confirm for 4 C-130 grant

From Antara News Agency with Google translate: Australia jadi hibahkan empat hercules untuk RI - AntaraNews.com

Jakarta (ANTARA News) - The Australian government positive donated four units of C-130 Hercules aircraft to Indonesia after the process was delayed in 2011.

"The possibility of both a technical team from each country will meet in mid-January," said Chief of Defence Ministry of Public Communication Center Hartind Asrin when confirmed here on Tuesday.

Hartind Asrin said, the meeting will discuss both the technical team that will be done after the grant was delayed in 2011.

In addition to meeting in Jakarta, will be also meeting in Australia to see first hand the four Hercules aircraft that will be granted, continued Hartind.

Certainty grant four Hercules aircraft from Australia that has received approval from the United States as a manufacturer of heavy Hercules transport aircraft.

"But further technical inter-team should be discussed between the two countries. And it will soon be starting in mid-January," said Hartind.

Meanwhile, Assistant Chief of Staff of the Air Force Planning Young Marshal TNI Suprasodjo Rodi said the Hercules aircraft that the Air Force needed today as much as 30 units. However, the Air Force only has 21 Hercules aircraft, so it is still lacking nine aircraft.

"Lack of Hercules will be met from grants and buy. 30 Hercules aircraft will be used as tanker two units, two units of VIP aircraft, and transport operating two battalions of 26 units," said the Young Marshal Rodi.

Rodi adds, "The type that will be granted is of type H, rejuvenated, and will be used to replace the Air Force Type B which is very old,".
Lockheed still try to sell at least 4-6 C-130 J, knowing even after refurbishment program and Australian grant, Indonesia still need 4-6 C-130 to get 30 operational fleet. So far the Min-Def still not really keen for C-130 J since it will take out the budget for F-27 replacement.

Actually on paper, TNI-AU, do have 30 Hercules, but 9 of them are C-130 B's, excluding 2 KC-130 B. Of 9 C-130 B, 5 of them has and still undergo refurbishment to H standard conducted in Singapore and Bandung. Thus left 4 C-130 B that seems already beyond any economical refurbishment. This 4 that will be slotted to be replaced by 4 ex RAAF C-130 H.

Thus in the paper, with 4 ex RAAF C-130 H, TNI-AU should have 30 C-130. If the Air Force say they still need another 5 to get to 30 number, then I suspect that the refurbishment program for 5 C-130 B to H standard has not meet the expectation.

Some articles in Bahasa Indonesia.
These articles are telling that the Papua Nugini government are quite unamused, because according to them two Indonesian jet fighters almost collided with their aircraft carrying the Prime Minister.
The Indonesian government are quite suprised, because according to them there wasn't such incident.

From Jurnas.com with google translate :Jurnas.com: Dirgantara Produksi 15 Pesawat N-219 untuk Papua

PT Dirgantara Indonesia will produce 15 units of N-219 aircraft to be used for aviation pioneer in Papua province.

"Development of N-219 have started to do a prototype is targeted for completion in 2014," said Director of Technology and Development PTDI, Andi Alisjahbana in Bandung, Thursday (12 / 1).

According to Andi, the production cost of one unit with a capacity of 19 passenger aircraft has reached about 4 million U.S. dollars.

"That requires funding of about 60 million U.S. dollars or about Rp540 billion to complete the entire project," he said.

He explained that they have submitted proposals to the government to get funding from the state budget. "Development of N-219 aircraft is fully supported by the government such as Ministry of Research and Technology, Ministry of Industry and Ministry of Transportation," he said.

According to the N-219 aircraft type is the type of aircraft that are very suitable and reliable for pioneering areas such as Papua and surrounding areas.

The reason, of 310 airports throughout the territory of Papua as much as 90 percent of whom has a runway of less than 800 meters.

"Runway in the Papua region are generally short, and some have only 400 meters. Of required aircraft suitable for use in the region," he said.

In addition to financing from the government, will also be sought from the company that will operate a commercial aircraft.
It's doable for DI budget, and more sensible for Indonesian remote conditions. As Twin Otter replacement, it also can find market in much third world conditions.

Akhirnya...some news about this project. But in fact they tell us nothing new...... This N219 project is supported by the government, but who pays for the acquisition of the 15 airplanes? And who will operate them?
Seems from the news, I can only speculated that the first 15 batch will procured by Ministry of transportation and Papua provincial Gov't. They need 15 order to cover the initial costs of production and development.

It's nothing new, just to show seems the N-219 is getting more serious to fruition.

According to Penerbangan Jarak pendek, N-219 pilihannya - AntaraNews.com , Merpati Nusantara wants to order 20 planes too....good news!
Hopefully IPTN will be capable to produce the N219 under a decent production rate, and not limited to 5-8 a year with an orderlist of dozens of this plane.
