I would suggest that this is alluding to France selling a production license for Mistral to Russia??President Hollande, during a visit to some French shipyards, made a comment that their relationship with Russia is good, and he expects France to be selling new ships to France.

Are there any such plans? Last I checked, they were scrambling to produce their own LHD.
