Those that do it do so voluntarily. If they want to increase exports to countries that don't accept hormone-treated beef, they can stop using growth hormone!
The other option is proper labelling of stuff and let the consumer decide. Currently labelling in Canada seems to be working wrt US products. Many Canadians are buying higher priced product from Canada and anywhere else other than America.

I seriously doubt that Canada is concerned that if it can't export hormone-treated beef to the UK, the farming sector will become increasingly vulnerable. Rather, this is Canadian farmers having too much political clout and - quite frankly - being selfish. They'd prefer Canada miss out on increased trade if they're not "getting theirs".
Not sure about the political clout albeit poultry and cheese production in Quebec is big and this province is a PITA for the two major political parties. The same can be said for Alberta wrt the current tariff situation. The current premier seems willing to bend the knee for tariff relief on oil/gas. Maybe she is offering other favours from this position.
