I recall that a few years ago the USA was giving cost figures for hardware provided to Ukraine which were heavily criticised, & later revised down. IIRC they were using replacement cost plus delivery cost, even though some of the stuff was scheduled for disposal & giving it to Ukraine was essentially free. They not only valued munitions at new prices when they'd have valued them as worthless when they scrapped them, but didn't account for savings on storage or disposal. I think that led to some things being scrapped, at higher cost than shipping them to Ukraine, to "save money", or because the disposal cost was in the budget but shipping to Ukraine wasn't. I was shocked the other day to find out that the RAF still had 40+ Jaguar's in storage and in use as training articles until this year.Odd budgeting practices can be dangerous, not just costly. The British armed forces have been known to scrap stuff because budgetary rules meant that keeping it attracted a "capital charge" from the Treasury, leading to a lack of reserve stocks. Ukraine provided a golden opportunity to avoid that. Lots of our missiles, shells etc. which were about to expire were sent East, for kinetic disposal, & the Treasury paid for replacements.![]()

I guess the thinking behind a (4 year) commercial contract is to get the capability up and running and supported in a timely manner (meaning existing personnel won't need to be diverted away from current roles)? And as this technology is evolving Defence can adapt and change a lot quicker in a shorter timespan? Judging by the descriptor "phase 1" this suggests there may be other future projects.The New Zealand Ministry of Defence is seeking information from those UAS manufacturers relevant to the delivery of a Commercially Owned Commercially Operated (COCO) contract for the Persistent Surveillance (Air) project. The COCO contract will provide uncrewed airborne Intelligence, Surveillance and Reconnaissance activities over a four year period. The RFI details a series of assumptions, and seeks answers to a number of questions which will inform the project’s next stages.
Key assumptions are that:
- The COCO contractor will be responsible for all aspects of delivering an ISR mission, including provision of the UAS, and operational and technical support.
- The UAS Main Operating Base will be RNZAF Base Ohakea
- The UAS will conduct six hours of surveillance at a range of approximately 1400 Nautical Miles from the Main Operating Base, and
- The COCO contractor will deliver two missions per week, for fifty two weeks of the year

So this "first phase of a long-range UAS procurement" appears to be part of a layered maritime ISR system being developed.Ministry of Defence deputy secretary Sarah Minson said in a statement that it was planning for a commercially owned and operated model for the first phase of a long-range UAS procurement. “This allows for accelerated delivery and implementation, as it does not require new New Zealand Defence Force [NZDF] operating and maintenance personnel to be recruited and trained. ”But she said the request for information did not commit the ministry to the commercially owned model, and no final decisions had been made about progressing this further.
Two missions a week Tender documents show the ministry is seeking information from UAS operators that could provide drones, with an “agreed sensor package”, for conducting two missions per week from Ohakea airbase.
The first would be a 1,400-nautical mile, or 2,592km, mission lasting six hours before returning to base. Such a range would mean the UAS could cross the Tasman Sea or reach Fiji.
The second would be a 600-nautical mile, or 1,110km, mission again for six hours before returning.
The minimum total airborne endurance of the drones being sought was 24 hours. The UAS would be required to be available for tasking five days a week. “Defence notes that six hours endurance at 1,400NM is an aspirational goal. If respondents have a solution which can deliver close to this capability, then responses are welcomed,” the document said.
The missions were to provide maritime domain awareness, including search, detection, identification, monitoring, and shadowing a range of maritime contacts. Coastal and overland surveillance missions were also expected.
