Intelligence also requires a greater focus on preparation for irregular (asymmetric) warfare, especially in urban environments."
What does this mean: "The problem of recruiting and rendering the interpreters faithful is today a major bottleneck in the efficiency of the intelligence function and an important brake in the development of interactive intelligence just as leading an adversary to himself unveil his information is not easy."
