Sophisticated terrorist organization

Is it possible to established a very higly trained modern paramilitary organization with the newest technology in gear and weapons? Example: Red Cell from La Femme Nikita(tv series) or The Brotherhood of Nod from Command and Conquer series

Been a while since I've played Command and Conquer. It got me addicted to computer video games. Along with Doom, Warcraft, Master of Orion, Quake, Total Annihilation. Ah those were the days.

Yeah it is possible, but the question is why.
The USA could build up an guerillia with superb training and high tech gimmicks but this would be expensive as hell and always remind yourself that todays friends might be tomorrows enemies (especially if they are terrorist... you just can't trus those basterds ;D ) so it could be risky buissness to build up a force to such strenght.

Look at the Taleban, once they got trained and equipped by the USA to fight the Soviet Union...

Anybody remember Section One from the tv series La Femme Nikita? If a organizations like that had exist today, would it be able to solve the rising of islamic terrorism?
