And this happens more often than not in State firms as there executives have little exposure unlike private sector where people are hired from just every where. The reason for the price hikes is due to the inefficiency of the production facilities, the lack of skilled personell, and the need for immediate modernization of said facilities to even be able to complete the order. Look at Sevmash and the Gorshkov/Vikramaditiya disaster. If it was just regular inflation, then why was head of Sevmash sacked shortly following?
