What is Next for the Philippines?

How would one go about revamping the Philippines Defense Forces if the following came into play within the next 5 years?

1) rejection of the "One China" policy
2) prosecuting spratly assets
3) consolidating MILF and renewing Sabah regional interests e.g. "Sabah is really the Philippines and not Malaysia".

There is still ongoing low-intensity COIN in the Philippines right?

Maybe that should put that first on the list as this is the gravest, and existing threat, to the Philippines. And then how the AFP (Armed Forces of the Philippines) be revamped to deal with this?

Instead of yet another excuse to bash China.

You should understand that the financial resources of the AFP - like armed forces of most countries - is limited. So if you have "X" dollars, how would you spend it? Would you buy body armour (for example) to save troop lives in COIN or buy some jet aircraft to guard against imaginary external threats? If the AFP hasn't yet subdue internal rebellions, what makes you think they would be looking to start another front with Malaysia?

The AFP modernization should be completed first before it can deal with the problems listed above. But the rejection of " One China Policy" is a bad strategy. The rise of China today as an emerging power both in economics and military cannot be ignored. The Philippines even if it had completed its AFP modernization program best strategy is to be neutral in the region. Maintain close relationship with the US, Japan, South Korea, and China with some ASEAN countries to better maximize the benefits from this relationships like trade, alliances, military cooperation and even some assistance if needed in all forms. I say some ASEAN countries because the Sabah claim might be revived in near future. Anything is possible.
