Umm, no. MTCR doesn't have that goal.

Here is the first paragraph of the MTCR objective.

The aim of the MTCR is to restrict the proliferation of missiles, complete rocket systems, unmanned air vehicles, and related technology for those systems capable of carrying a 500 kilogram payload at least 300 kilometres, as well as systems intended for the delivery of weapons of mass destruction (WMD).....

Yes, but if you read further, it doesn't say anywhere that this attempt at restriction applies to non-signatories/non-members.
The MTCR is a guideline to restrict exports from the signatories/members. Nothing more.

Partners also recognize the importance of controlling the transfer of missile-related technology without disrupting legitimate trade and acknowledge the need to strengthen the objectives of the Regime through cooperation with countries outside the Regime.

This comes back to the point that i made before. One of its goal is to restrict the spread of missile technology over 300 km in the world. Sanctions are placed on companies or countries who violated the MTCR guidelines whether they are MTCR partners or not.

Nope. The US implementation of MTCR is about the only one that demands sanctions. The implementations of the other members mostly don't do that.
