If the CS is the one which uses a sterile salt water packet as counter force, then from video I've seen, yes, pretty much. Also, the sound pressure at the firing position is greatly reduced - the Seal demonstrating the weapon did mention that he'd fired the standard in training and they were limited to only four live firings of the AT4 due to the effects at the firing position.
By contrast the CS round seemed a much gentler affair and I certainly saw them fired inside a medium sized room without turning the firer into mush.
