Taking Australia as an example:
Special Forces = 100%
Regular Infantry = 85%
Part Time Reserves = 30%
Now taking that model it is possible to take away a platoon and replace it with a special forces trained platoon with its own special wepaons to every Infantry battalion.
Thus raising regular infantry to 90%
Then we can take that spare platoon and integrate it with a reserves battalion.
Thus raising part time reserves to 60-70%
That is not an unreasonable objective funds permitting
