Basically using small microchips to pre-infect new built equipment. And even once you discover there's an infection, there's nearly no way to "wipe out" the infection because its built directly into the hardware. Its like clearing malware off your computer that just reinfects when you reset the system.

Although senior bureaucrats probably were in CYA mode because Asterix was making their performance (total lack of) on the JSS crystal clear, the real $hit disturber was Treasury minister Scott Brison, stooge for the Irving Family. If anyone deserves the hung, drawn, and quartered treatment, it is that POS pr!ck.

As for the CSC delay, the assumption here has always been before 2019 (11:59, Dec. 31:D) for the selection. The real delay will be cutting steel on the first CSC. Irving knows this which is why the push is on for two more AOPS according to an article in today's Ottawa Citizen.

You had me all excited and then I read the sting in the tail.

Government negotiators are also facing a battle over the amount of intellectual property that the top bidder will be required to hand over, which Ottawa wants so it can operate and maintain the vessels on its own after they are built.

Companies had originally been told that the winner would be required to turn over the full blueprints, but after significant resistance, the two sides agreed that the matter would be negotiated before a contract is awarded.

The government however warned that if the winning ship designer drives too hard a bargain on the intellectual property front they face the risk of officials pulling the plug on talks and moving on to the next company.

Perry said that while there are many challenges ahead before a deal for a design is signed — and before any of the new warships actually get into the water — this is a critical step forward.

"You can't dance until you pick a dance partner," he said.
In other words the selection process will continue to drag on even after the ship is selected.

Having said that it is pretty obvious that Canada requires a follow-on shipbuilding program when construction of the Arctic patrol ships wind down. Even though the Canadian government doesn't seem to care about the state of its frigate fleet it may be concerned about the prospect of the shipbuilding industry laying off staff so that might motivate them to get production started. If they want to start building in 2021-2022 they will have to move quickly.

Your PM is really focusing on the important issues.
Does this mean that when watchkeepers go for a smoke infinite happiness prevails. No more Bogies just infinite Friendlies:rolleyes:

I think our claim of having a dope for PM has been confirmed. Given the state of affairs here, marijuana and booze will be the only viable businesses in Canada.

It is really like they are just trying to give the impression that the process is moving forward even though the reality is that there are so many unresolved issues that they are hardly moving at all.

The Canadians seem to have become the masters at the art of procrastination with just about every stage of the project beset with delays.

It’s a real puzzle to us outsiders, Canada has some positive success stories with the progress of the AOPS and, though controversial to some, the Asterix which has turned out to be a winner and yet they charged Admiral Norman for championing that success.
The rest of the acquisition processes seem lead footed and ponderous, how is it that the bureaucrats have so much sway? Does anyone in Canada see a need to change or is this considered the norm?
Canada is no third world dictatorship, the RCN was the third largest navy in the world in 1945, they have the 8th largest economy in the world, it has a sophisticated business culture and yet........

Canada is the most over-governed country in the world. Although our federal government's horror stories are well known, our provincial governments are just as bad and in the province of Ontario's case worse, when McGinty and Wynne were in charge. This is repeated at the county and municipal level too. All of these governments hire civil servants as political paybacks and thus we have this massive bureaucracy at all levels of government as a result. Then there is former PM Mulroney's assessment of the Canadian electorate, " a bunch of whiners" (correct IMO). A real cocktail for success......:oops:

It appears the Conservative opposition has finally realized how vulnerable junior is on the Admiral Norman file. With Norman's trial taking place during next year's election cycle, it will be a pleasure watching junior twisting in the wind. Critics will also be asking where are the new fighters, the JSS ships, the heavy icebreaker, and the CSC ships? His response, "but I legalized marijuana". Why should anyone expect a failed high school teacher turned PM to have his priorities straight?

There is little press coverage for two reasons. First, the GoC isn't known for being informative and DND is worse. Second, the Canadian public is so apathetic about defence matters, news organizations see little benefit in expending resources for reporting in this area with a few exceptions.

Any idea which way they will go? we found out it would be the Type 26 several hours before the official announcement.
There have been no leaks to my knowledge. Considering the partners in the BAE bid, the Type 26 should be the favourite but you never know. Hell, today's announcement might be to announce a delay, we are after all talking about junior's government.:(

Still no word on the CSC decision, usually when a government makes a late Friday afternoon announcement it tends to be unpopular news they hope will be forgotten by Monday morning. Hoping this isn’t the case.
