Not particularly new news, that sub base and cave has been visible in Google Earth for a few years now. And 093s and 094s in the area have been photographed by amateurs, not to mention other ships and subs like the Luyangs, Songs and Kilos.

Not only that, the sub base is visible from at least two international five star hotels, a beach plenty of foreign tourists, and a major golf course. Kind of reminds me how the shipyards in Shanghai making the latest warships are visible from the skyscraper condominiums tailored for expats. Having problems with Chinese military transparency? Go book yourself at the Hainan Sheraton.

That was also the case with the Soviet Navy- most of their fleet bases were visible from the outside, and BTW, their subs often were caught running on the surface! IMO, it may be beneficial to show the World how strong they are getting, and besides, appearences can be deceptive- remember Pearl Harbor!
There, the older ships acted as bait while carriers were at sea!

Soviet Union bases are very different. They're located in very cold remote places like the Murmansk peninsula and families of submariners felt they're like in exile. They certainly don't have Western five star international hotels across the bay.

The town of Vilyuchinsk is to host a modern base for the submarine forces of the Pacific Fleet in the next two or three years. The base is designed for new strategic submarines, Borei, which have received 9 billion rubles of financing. In addition, a new base for surface ships is to be built in Avachinskaya bay of Petropavlovsk-Kamchatsky.
