Boeing hopes to clinch Hornet deal

PETALING JAYA: American aircraft manufacturer Boeing is optimistic that negotiations with Malaysia on the purchase of its F/A-18F Super Hornet fighter aircraft will be successful.

揥e are committed and very optimistic that we can reach a successful conclusion to the current negotiations,?said its international business development director Don Moran at the Ninth Defence Services Asia (DSA 2004) exhibition here yesterday.

He said this when asked about Deputy Prime Minister Najib Tun Razak抯 statement that the Government was still considering the F/A-18F Super Hornet as a replacement for the F/A-18D Hornet jets at the Royal Malaysian Air Force base in Butterworth.

Moran admitted that the changes in the Cabinet and the upcoming Umno general assembly in June were factors that had put current discussions on hold.

揥e do need to wait for the dust to settle first, but we are hopeful that the deal may be completed in the next nine to 15 months,?he said.

Boeing has also been requested to refine the details of its proposal, which includes the careful structuring of an offset programme that will benefit the national economy.

揥e are receiving input from the Malaysian Government on the kind of offset programme Boeing could set up that would create jobs and sustain for many years to come,?said Moran.

If a deal on the purchase of the Boeing aircraft is reached, Malaysia will become the first country outside the United States to operate the Super Hornet.

Deftech looking to expand abroad

DRB-HICOM Bhd抯 defence equipment manufacturing subsidiary DRB-HICOM Defence Technologies Sdn Bhd (Deftech) has set its sights on overseas expansion to achieve 揺xponential growth.?nbsp;

Group chairman Tan Sri Mohd Saleh Sulong said yesterday that Deftech could become a major contributor to group results, but that would mean translating interest in its military hardware from armed forces in the region and Middle East into sales.

The 8-year-old unit accounts for some 5% of revenues currently.

Deftech is presently the biggest supplier of military hardware to the Malaysian armed forces, but needs overseas sales to sustain growth.

Saleh told reporters at the Defence Services Asia exhibition in Subang after the signing of three memoranda of understanding (MoU) with sales and marketing agents in Thailand, Brunei and Saudi Arabia that he was optimistic the venture through local agents would be more successful than a previous attempt at trying to go it alone.

揟he prospect of supplying to these countries is much better as (the agents) are familiar with the local environment,?he said.

Also signed was an MoU with California-based Flyer Defence LLC for Deftech to act as the exclusive agent for the assembly and marketing of a tactical ground vehicle known as the Flyer ITV-I.

Saleh said the vehicle, which already had 搇atent demand? would be locally assembled at the group抯 RM70mil plant in Pekan, Pahang, after the first 144 completely built-up units.

揥e will be setting up parallel production facilities, sourcing the main components from the manufacturer and integrating and assembling the final product here,?he said.

Saleh, however, declined to disclose the price at which it would be sold.

揑t depends very much on what you mount on the vehicle,?he said, adding that the terms of the agreement included the right to export to friendly countries.

Saleh stressed that among the key factors in any agreement was technical collaboration with overseas partners. 揥e have to develop our indigenous capability,?he said.

On Tuesday, Deftech handed to the Malaysian army five Hicom-Iveco tank transporters, 10 DURO 6X6 high-mobility troop transporters and 10 locally assembled Adnan armoured personnel carriers, all of which had been built in collaboration with foreign partners.

Malaysia's Submarine Programme on Track

PETALING JAYA, April 13 (Bernama) -- Plans to acquire two Scorpene-class submarines for the Royal Malaysian Navy are progressing on schedule, a senior official of Malaysia's submarine programme said Tuesday.

Philipe Novelli, the Malaysian Programme Director of Armaris' Submarine Business Unit, said the first submarine would be delivered in early 2008 and the second in the middle of the same year. Armaris is the French main contractor for Malaysia's submarine programme.

"Everything is going on smoothly. We'll deliver the submarines on time as promised," he told Bernama at the Defence Services Asia 2004 Exhibition in Subang.

The Malaysian Government signed a contract in June 2002 for the purchase of two new Scorpene-class submarines for the navy costing 1.04 billion Euro (about RM4.78 billion). (One Euro is equivalent to RM4.60). The new generation medium-size submarines are being jointly built by the French shipbuilder DCN and its Spanish partner IZAR Group.

A ceremony to mark the construction of the hull assembly of one of the two Scorpene submarines was held at the DCN Shipyard in Cherbourg, France, in December last year. "We're proud to work with Malaysia," said Novelli.

To reinforce its long-term ties with the RMN, Armaris would open its regional office in Kuala Lumpur tomorrow, he said.

Meanwhile, Bernama learnt that France had offered to sell its Mistral-Class Landing Helicopter Dock - a multi-purpose assault ship -- which can be used for rapid combat deployment, preventive intervention and humanitarian missions.

KUALA LUMPUR April 15 - Sapura Defence, a local developer and provider of defence technologies, was Thursday awarded a Letter of Intent (LOI) by the Ministry of Defence (Mindef) for a RM20 million simulator modernisation programme.

The LOI also marked the imminent appointment of Sapura Defence to provide upgrading and integration works for the Royal Malaysian Air Force's (RMAF) Hawk MK 208 Full Mission Simulator (FMS).

"We have been working with the RMAF on ensuring that these systems were well maintained since their installation in 1997. Mindef and Sapura Defence have noticed that these systems required modernisation," said Senior Vice-President, Defence and and Security for Sapura Holdings Sdn Bhd, Wan Shaharuddin Wan Mahmood, in a statement Thursday.

He said the upgrades with the latest technologies and practices were to ensure that the simulator systems were supportable, operationally efficient and up to date.

These upgrades, based on a combination of commercial-of-the-shelf (COTS) and customised open architecture systems, would help maintain the Hawk Mk 208 FMS platform as a cost effective state of the art training solution as well as extend the RMAF's investment in the systems to date.

The upgrade areas covered under the LOI are Visual Systems, Instructor Operating Solutions and Digital Radar Land Mass Systems.

Under the terms of the LOI, Sapura Technologies Sdn Bhd will be responsible for the design, supply, development, integration and commisioning of the systems.

"In short, we are offering the RMAF an end-end-to solution that will bring the Hawk Mk 208 FMS' up to speed with the very latest in technological and operational developments," said Wan Shaharuddin.

Local firm to supply engines to navy

PETALING JAYA: The Defence Ministry has awarded a RM150mil contract to MTU Services (M) Sdn Bhd to supply engine and generator parts to the Royal Malaysian Navy’s fleet of vessels.

The contract, signed at the Ninth Defence Services Asia exhibition (DSA 2004) here, is for two years, to supply parts to a total of 44 units of engines and generators to the navy.

Executive chairman Datuk Mahamad Fathil Mahmood said the company was now targeting a vessel service and maintenance contract worth about RM25mil with the Government.

“All our 50 technicians and engineers are locals who are trained in Germany. We have a maintenance and service centre in Lumut and a RM5mil test bench.

“It can test engines up to 10,000 horsepower,†he said, adding that MTU Germany was a subsidiary of Daimler Chrysler.

Other contracts signed were between CMI Cockerill Mechical S.A of Belgium, D’Aquarian (M) Sdn Bhd and SME Ordinance Sdn Bhd, worth over RM70mil to supply gun and engine parts to the army.
