40 countries confirm participation in DSA 2004
KUALA LUMPUR April 4 - Forty countries have so far confirmed their participation in the 9th Defence Services Asia Exhibition and Conference (DSA 2004), to be held here from April 12-15.

The general manager of DSA Exhibition and Conference Sdn Bhd, Marina Yahya, told Bernama last Monday that about 550 companies had confirmed their participation in the tri-services defence and Government security show, ranked the second largest event in the world defence calendar.

Among the participating countries are Austria, Brazil, Britain, China, France, Germany, Greece, Italy, Poland, Russia, South Africa, Spain and the United States.

The DSA 2004, to be held at the APAC Exhibition Centre in Subang, is scheduled to be opened by Deputy Prime Minister and Defence Minister Datuk Seri Najib Tun Razak.

Marina said that major Malaysian defence companies and players were also in the show. Among them were Deftech, MMC Defence, PSC Naval Dockyard and SME Ordnance.

According to Marina, among the interesting features would be the display of actual products and equipment, such as the main battle tanks, military trucks, defence vehicles and weaponry systems.

She said that in conjunction with the DSA 2004,there would be an international conference on Planning, Design and Construction of Hardened and Protective Facilities (Hardfac 2004).

The conference will bring together professionals and academicians to discuss and find solutions to avert future disasters that cost lives and money, especially in view of the terrorist attacks on facilities in the region and throughout the world.

The Malaysian Government has also invited Ministers in charge of defence from several countries to the show.

The 9th DSA exhibition & conference will generate RM50 million earnings
KUALA LUMPUR April 6 - The Ninth Defence Services Asia 2004 (DSA 2004) exhibition and conference is expected to generate RM50 million in foreign earnings.

Deputy Prime Minister Datuk Seri Najib Tun Razak said Tuesday the four-day event on global defence and government security services would also create economic spin-offs for the hospitality and supporting services industry which expected to rake in the earnings.

"DSA 2004 has attracted 550 companies from 46 countries, including 26 national group pavilions from Australia, Brazil, China, Denmark, Finland, France, Germany, Italy, Korea, South Africa, Russia, Sweden, United Kingdom and the United States of America, among others" he told a news conference on DSA 2004 at his ministry here.

Najib, who is also Defence Minister, said that living up to its reputation as the world's second largest tri-service defence exhibition, this year's DSA had expanded by 30 per cent in terms of size and exhibitor participation and occupied a total exhibition space of 27,000 square metres.

He said the Malaysian national pavilion comprised 35 companies including Deftech, which is the single largest exhibitor in this year's show.

The leading global players participatin the evnet include Alvis, BAE Systems (Britain), Boeing (USA), China National Aero Technology Import and Export Corporation (CATIC) (China), EADS (Germany), Korea Defence Industry Association (KDIA) (South Korea), MBDA (France), Nammo A.S (Norway), Norinco (China), Rosoboronexport (Russia), Thales (France), Ruag (Switzerland).

Najib said the show would generate interest among the defence and security related industry which would attract some 20,000 trade visitors worldwide including 800 senior defence officials and several defence ministers.

He noted that the DSA had enabled the transfer of technology to local companies and provided a viable platform for the country to become a regional procurement centre to serve the needs of the Asia Pacific region.

"It (DSA) has enabled countries within the region to enjoy tremendous savings in their defence budgets by purchasing defence equipment and materials from Malaysia," he said.

However, Najib said, the local defence manufacturing industry was still considered to be in its infancy and had strong prospects for further growth as it offered long-term prospects for those committed to supplying the government's defence requirements.

"Development of the local defence industry is vital. It promotes and strengthens bilateral trade relations and investment opportunities to spur economic growth between trading nations through appropriate government-to-government offset programmes," he said.

To a question, Najib said that the government would sign four contracts and 12 Memorandums of Understanding (MoU) during the event.

He also said that the government was looking into the possibility of purchasing some important requirements such as airborne early warning systems, surface vessels, tactical communication equipment, military vehicles and additional fire power.

"Once we know the financial affordability of the government in the near future we will be able to prioritise our requirements," he said when asked when these procurements would be made.

He was also asked about plans to buy Boeing aircraft for defence purposes.

"It is still under consideration but we cannot make any commitment at this stage because of the considerable financial outlays that it will involve, specifically in the Boeing deal and also in terms of overall ceiling under the Eighth Malaysia Plan (2001-2005)," he said.

"We will look at a balanced development that takes all the three services into account...basically it is still a balanced force development," said Najib.

S. Africa's participation in DSA indicates govt's commitment
KUALA LUMPUR April 8 - Participation of 21 South African defence-related companies in the Defence Services Asia 2004 (DSA 2004) indicates the commitment of its government to assist the local defence industry where possible and to gain a foothold in the international market.

Deftech aims to take lead as defence equipment parts producer

Riduwan Saari
DRB-Hicom Defence Technologies Sdn Bhd (Deftech), a wholly owned subsidiary of DRB-Hicom Bhd, hopes to become the leading local and regional defence equipment and spare parts supplier, manufacturer and repairer in the near future, its CEO Riduwan Saari said.

He said the company was banking on the upcoming Defence Services Asia exhibition 2004 to serve as a platform for it to go beyond the local market and expose its products.

揟he exhibition will drive the company to a higher level, while ensuring that it becomes a force to be reckoned with,'' he told a press conference in Kuala Lumpur yesterday.

The four-day event beginning Monday will be the world's second largest defence services exhibition on global defence and government security services. Deftech is the largest single exhibitor in this exhibition covering 1.670 sq m at the Asia Pacific Auction Centre in Subang.

The company will exhibit 19 vehicles, which are complete with Deftech's configuration and fabricated locally. The group will exhibit the world's largest tank transporter in terms of size, which can carry a load of up to 60 tonnes.

Deftech would also be handing over the tank transporter, Andan M vehicles and Duro 6x6 HMTT vehicles to the Defence Ministry at the exhibition.

Riduwan also said that Deftech had entered into several commercial and industrial collaboration agreements for the promotion and sale of various equipment systems with some international manufacturers.

The tank transporter manufactured by Deftech is capable of carrying a payload of up to 60 tonnes.
揇eftech plans to sign a few agreements during DSA 2004, including agency agreements with Chaiseri of Thailand, Sri Sentosa from Brunei Seri Begawan and also a commercial industrial collaboration with Flyers LLC of US,?he said.

Deftech presently operates from two locations - Kuala Lumpur and Permaju Jaya Industrial Estate in Pekan. The company has invested more than RM70mil in its facility in Pekan.

Austria to shift assault rifle Steyr production to Malaysia

12/04/2004 at 08:52:10

Date line: SUBANG, Malaysia
Top Austrian arms producer, Steyr Mannlicher, will shift production of its Steyr assault rifles and pistols to Malaysia, Defence Minister Najib Razak said Monday.

"Steyr Mannlicher will transfer fully the license to manufacture and export Steyr rifles and pistols in the global market to Malaysia," Najib said after opening a four-day international defence exhibition here.

Major international arms manufacturers from the United States, Britain, South Africa and France are showcasing their state-of-the-art equipment, from battle tanks to infantry gear.

Najib said the Steyr assault rifles and pistols could be promoted in the Middle East and Africa as the weapons were technically superior compared to other makers found in the region.

"Considering the size of the market, it could be potential revenue earner for the country," he said.

Najib announced that local defence firm National Aerospace Defence Industries (NADI) had concluded the deal with Steyr Mannlicher to manufacture Steyr rifles and pistols.

The joint venture firm, incorporated in March, would be known as Steyr Mannlicher (M) Sdn Bhd.

"With this development, Malaysia is now one of the leading manufacturers of military rifles and pistols in the world," he said as he launched the Steyr AUGA3 model.

The rifle has a grenade launcher and inbuilt attachments for various sighting systems. Arms experts say its main competitor is the Heckler and Koch G36 assault rifle.

Najib said with full manufacturing rights located in Malaysia, Malaysians would acquire the skills to develop the weapon system to a higher degree of technical sophistication.

Chee Eng Boon, chief executive officer of SME Aerospace Sdn Bhd, a unit owned by NADI, told reporters that the production of the Steyr AUGA3 rifle would begin by the end of the year.

SME has produced the earlier Steyr AUGA1 since 1992 under licence, he said.

Chee said Malaysia hoped to export the AUGA3 rifle to Australia, New Zealand, Saudi Arabia and Oman. "We hope to explore new markets and produce up to 15,000 units per year."

Christian Simku, Steyr Mannlicher manager, said Malaysia was picked to produce the Steyr rifles and pistols because it had a proven track record and the new weapon had potential.

"Australia and many Middle East countries are interested in the latest rifle," he said, adding that each weapon cost some 2,000 dollars.

Congrats to malaysia, but the above comment re Australia doesn't sound right.

That seems a bit optimistic.

1) Australia made its own Steyrs at the small arms factory, we didn't buy them from the Austrians as we customised them for local conditions (triggers, spring and firing mechanisms, plus inter changeable barrels to fire .22 rounds for training)
2) Existing war stocks cover the attrition rate
3) Our next combat weapon is locally made. It uses a bullpup configuration plus the metalstorm technology to fire multiple 40mm grenades. It looks like a fat Steyr, but it definitely isn't one.

Saab says in race for Malaysia surveillance deal

MORE

KUALA LUMPUR, April 13 (Reuters) - Swedish aerospace and defence equipment maker Saab (SAABb.ST: Quote, Profile, Research) has joined the race to secure Malaysia's maiden order of airborne early warning aircraft, a Saab official said on Tuesday.
Malaysia has proposed to buy four surveillance aircraft, costing over $1 billion, to boost air defence.

Saab is one of three front runners for the Malaysian deal, which is expected to close this year, Saab Senior Vice President Bo Rastedt told Reuters at a Malaysia defence show.

"We are one of the two or three competitors for this system to Malaysia," he said. "In my opinion, the others are Embraer and the Hawkeye."

"We hope they will make the decision or choice this year. It will take around 30 months to deliver," he said.

Saab is offering its 2000 ERIEYE AEW&C system, which is pitted against U.S.-based Northrop-Grumman's (NOC.N: Quote, Profile, Research) E-2C Hawkeye and Brazilian firm Embraer's (EMBR4.SA: Quote, Profile, Research) (ERJ.N: Quote, Profile, Research) EMB-145.

Malaysian defence sources said Boeing's (BA.N: Quote, Profile, Research) 737 AEW&C, which was also assessed, had been ruled out due to high costs.

Malaysia has in recent years revived an arms buying programme stalled by the 1997-1998 Asian financial crisis, allocating 10.75 billion ringgit ($2.8 billion) or 10 percent of its five-year development budget on defence under the Eighth Economic Plan, which runs until the end of 2005.

Major purchases unveiled so far include Russian Sukhoi fighters, Polish tanks and three French submarines.

But a much-watched $1.0 billion purchase of up to 18 F/A-18F Super Hornets from Boeing has been shelved for now due to budget constraints.

"We remain optimistic the Royal Malaysian Air Force will fly some day F/A-18 Super Hornets," Don Moran, a Boeing business development director, told Reuters at the defence show. "We always hope for the good news."

Officials have denied the Southeast Asian nation was involved in an arms race, saying the procurements were necessary to replace ageing fleets and counter new challenges in the region.

European firm wants stake in Airod

PETALING JAYA: Europe’s largest weapons contractor BAE Systems is still interested in acquiring a substantial stake in Airod Sdn Bhd, Malaysia’s main aircraft maintenance provider.

BAE president Sir Charles Masefield said negotiations were ongoing and the firm would like to acquire a “percentage of equity that Airod will allow us to buy.â€

In October last year, the two signed a Memorandum of Understanding to form a formal partnership and allow BAE to acquire a 20% stake in Airod.

“We have been talking to Airod about forming a joint-venture company so that we can bring more work to Malaysia,†said Masefield at the Ninth Defence Services Asia Exhibition here yesterday.

He said BAE was interested in providing maintenance and support services for military aircraft.

BAE’s interest in Airod had not waned despite allegations of mismanagement, he added.

PJS Industries Sdn Bhd is the major stakeholder of Airod, which is the main maintenance contractor for the Royal Malaysian Air Force.

Last June, a police report was lodged alleging mismanagement by an unidentified senior official of the firm.

Masefield was reported as saying that police investigations into Airod following the allegations had not affected the firm’s interest.

Avitronics warning system for RMAF Sukhois

PETALING JAYA: South African defence electronics company Avitronics has won a contract to supply 18 multi-sensor warning systems for Malaysia抯 Sukhoi fighter jets.

Chief executive for marketing, Anton Kieck, said the first and second phases of the order were valued about RM80mil.

He said an order for the first phase was received two weeks ago and engineers were already in Moscow to ensure that the system integrates into the Russian-made fighters.

Avitronics hope to receive orders for the second phase ?the development of the prototype ?by year抯 end, and finally the production of the systems, which would take about 18 months.

揟he Malaysian Government specified a westernised avionics suite for its Sukhoi fleet and this will be the first time that the Avitronics multi-sensor warning system be used on a Russian fighter aircraft,?he said.

This order follows numerous government-to-government negotiations and the recent signing of a Memorandum of Understanding between South Africa and Malaysia for greater co-operation in the defence industry.

Avitronics is 49% owned by Swedish car and aircraft maker Saab.

Kieck said Avitronics was also keen to supply electronic warfare protection systems to the Royal Malaysian Air Force fleet of Agusta A109 light reconnaissance helicopters and C-130 transport aircrafts.

Over the last three years, Malaysia had purchased 18 Sukhoi Su-30 fighter jets worth more than RM3bil and 11 Agusta helicopters worth RM286mil.

Defence industry on road to self-reliance

PETALING JAYA: Malaysia is gradually becoming self-reliant in the supply of military vehicles, equipment and logistics services to the local defence industry.

“We must be less dependent on overseas suppliers in the defence industry and make everything available by developing our own in-house capacity of engineering,†said DRB-Hicom Defence Technologies Sdn Bhd (Deftech) group chairman Tan Sri Mohd Saleh Sulong.

He said that as the largest local military supplier, Deftech would continue to provide the facilities and services necessary to make Malaysia a leading player in the global defence industry.

“We are also actively sourcing new synergies and partnerships that would enable Deftech to provide an even more comprehensive line-up of products to meet the needs of Malaysia, as well as to tap new markets in the region,†he said.

TAKING AIM: The King trying out the Steyr Aug A3 rifle at the exhibition while Najib (right) looks on.
Earlier, Saleh handed over the first batch of three categories of military vehicles valued at RM387.6mil to the Malaysian army at the Defence Services Asia (DSA 2004) exhibition here yesterday.

The delivery was part of a total package consisting of 28 Hicom-Iveco Tank Transporters, 57 High Mobility Troop Transporters and Command Vehicles and 65 locally assembled Adnan armoured personnel carriers scheduled to be delivered.

Present at the hand-over ceremony were Deputy Prime Minister Datuk Seri Najib Tun Razak and Defence Forces Chief Jen Tan Sri Mohamed Zahidi Zainuddin. Later, the Yang di-Pertuan Agong Tuanku Syed Sirajuddin Tuanku Syed Putra Jamalullail visited the booths at the DSA, accompanied by Najib and Deputy Defence Minister Datuk Zainal Abidin Zin.

The DSA is a major trade show for high-tech aerospace, naval and maritime equipment. The four-day event is scheduled to end on Friday.
