While not in the possession of any specific knowledge, I doubt that JORN is quite as venerable as the ASPI piece makes it. AFAIK there are facilities to train staff and also facilities to develop software that are separate from the operational facilities.
However redundancy is always welcomed. With the issues with the power grid nationally, and how sensitive our national communications network is, it could possibly be taken offline/or reduced capacity with something a lot more realistic than China launching an attack on it.
IMO a much more juicy target would still be power infrastructure.
