Contract modifications for the ENCORE multiple award, indefinite delivery/indefinite quantity (ID/IQ) contracts will be awarded Aug. 15, 2005. The ENCORE contracts were awarded competitively in March 2002 toAnalytical Services, Inc. , Huntsville, Ala. ; Computer Sciences Corp. , Falls Church, Va. ; Electronic Data Systems Corp. , Herndon, Va. ; Lockheed Martin Integrated Systems, Inc. ; Northrop Grumman Information Technology, McLean, Va. ; Pragmatics, Inc. , McLean, Va. ; TranTech, Inc. , Alexandria, Va. ; Northrop Grumman Mission Systems, Fairfax, Va. ; and Unisys, U. S. Government Group, Reston, Va. The resulting modifications will increase the maximum amount (ceiling) of all orders against these ID/IQ contracts from $2,000,000,000 to $2,500,000,000. The ENCORE ID/IQ contracts provide information technology solutions to the Department of Defense and other federal agencies. This increase in ceiling provides continuing support until the ENCORE II suite of contracts are awarded (estimated 2d Qtr, FY06). NAVY
American Science and Engineering, Inc. , Billerica, Mass. , is being awarded a $61,277,418 firm-fixed-price, indefinite-delivery/indefinite-quantity contract with a maximum ordering quantity of 52 Z-Backscatter X-Ray Systems and associated manuals, spares and field support. The initial delivery order of $38,695,288 is for 32 of the 52 Backscatter Systems available on the contract. Work will be performed in Billerica, Mass. , and work is expected to be complete by August 2006. Contract funds will not expire by the end of the current fiscal year. This contract is a sole source award to American Science and Engineering, Inc. , the sole manufacturer of the Z-Backscatter X-Ray System. ARMY
ITT Federal Services, Colorado Springs, Colo. , was awarded on Aug. 11, 2005, a delivery order amount of $39,098,002 as part of a $39,098,002 cost-plus-fixed-fee contract for the repair of the M800 and M900 series 5-ton trucks. Work will be performed in Amman, Jordan, and is expected to be completed by May 30, 2006. Contract funds will not expire at the end of the current fiscal year. General Dynamics C4 Systems, Scottsdale, Ariz. , was awarded on Aug. 12, 2005, an $18,202,486 modification to a cost-plus-incentive-fee contract for the Prophet block II electronic attack capability. Work will be performed in Scottsdale, Ariz. , and is expected to be completed by May 30, 2007. Contract funds will not expire at the end of the current fiscal year. T. J. Lambrecht Construction Inc. , Joliet, Ill. , was awarded on Aug. 12, 2005, an $18,000,000 increment as part of a $25,992,998 firm-fixed-price contract for Dallas foodway extension. BAE Systems Ordnance Systems Inc. , Kingsport, Tenn. , was awarded on Aug. 12, 2005, a $7,665,391 modification to a firm-fixed-price contract for fluid energy mill expansion. Work will be performed in Kingsport, Tenn. , and is expected to be completed by July 31, 2008. Contract funds will not expire at the end of the current fiscal year. Radix Technologies Inc. *, Mountain View, Calif. , was awarded on Aug. 12, 2005, a $2,870,000 increment as part of a $20,963,574 cost-plus-fixed-fee contract to provide advanced signal processing techniques for acquiring and locating signals. DEFENSE LOGISTICS AGENCY
Amerada Hess Corp. , Woodbridge, N. J. , is being awarded a maximum $28,047,461 fixed price with economic price adjustment for direct supply natural gas for Army and federal civilian agencies. Other locations of performance are DOE Knolls, Lab, N. Y. , West Point, N. Y. , and Lima, Ohio. The performance completion date is Sept. 30, 2008. Contract funds will not expire at the end of the current fiscal year. There were 167 proposals solicited and 30 responded. AIR FORCE
Northrop Grumman Space and Mission Systems Corp. , Redondo Beach, Calif. , is being awarded a $25,161,517 cost-plus award-fee contract modification to provide for the contractor to perform activities associated with rebaselining the space surveillance and tracking system program for FY05 through FY08 due to funding reductions. Fiscal year funding constraints require work content to be prioritized and time phased differently from the current Block 06 performance baseline. As a result, in order for the contractor to regain schedule, the contractor's costs will increase (i. e. , double/triple shifts, additional personnel). Also, additional in-scope tasks are to be performed: (1) stand-alone space vehicle thermal vacuum test and (2) enhanced training and rehearsal and anomaly resolution. At this time, $1,518,000 of the funds has been obligated. This work will be complete by June 2008. The Headquarters Space and Missile Systems Center, Los Angeles Air Force Base, Calif. , is the contracting activity (F04701-02-C-0009, P00070).
ITT Industries, Alexandria, Va. , is being awarded a $25,000,000 indefinite delivery -indefinite quantity contract to provide for research & development under a Broad Agency Announcement (BAA) entitled wideband antennas and sources research. The basic contract covers high power microwave (HPM) wideband antennas and sources, analysis of new materials, develop impulse radar technology for target detection and identification, and conduct theoretic analysis on advanced HPM concepts. A task order will be awarded at the same time as the basic contract and it will provide research and development on the HPM source parameters assessment. The location of performance is ITT Industries, Albuquerque, N. M. At this time, $200,000 of the funds has been obligated. This work will be complete by August 2011. Solicitation began December 2004 and negotiations were completed August 2005. Detachment 8 Air Force Research Laboratory, Kirtland Air Force Base, N. M. , is the contracting activity (FA9451-05-D-0233).
Nelson Refrigeration, San Antonio, TX, is being awarded a $9,695,000 firm fixed price contract to provide for the construction of a new commissary at Fort Detrick, Md. Total funds have been obligated. This work will be complete by January 2007. Solicitation began January 2005 and negotiations were completed March 2005. The Air Education and Training Command, Lackland Air Force Base, Texas is the contracting activity (FA3002-05-C-0008).
Lockheed Martin Corp. , Marietta, Ga. , is being awarded a $5,171,913 firm fixed price contract to procure 22 square window paratroop doors and negator spring installation kits in support of the HC-130P/N Kingbird aircraft. Total funds have been obligated. This work will be complete by April 2008. Solicitation began May 2005 and negotiations were completed August 2005. The Headquarters Warner Robins Air Logistics Center, Robins Air Force Base, Ga. , is the contracting activity (FA-8509-05-C-0022).
