AGENCE FRANCE-PRESSE, U.S. Defense Secretary of Defense Donald Rumsfeld acknowledged Aug. 2 that readiness levels of U.S. Army units are down after tours in Iraq because of equipment shortages.
But he said the standards used to measure unit readiness do not accurately portray the state of the Army, which he insisted is vastly better equipped and trained than it was eight years ago.
