Taxpayers for Common Sense, 1. Title attributed to the contract: Medium Protected Patrol Vehicle
2. Contracting Authority's file reference number: SUVC1/0154
3. Estimated cost or range, excluding VAT (specify currency): £20-100 million
The Specialist and Utility Vehicles (SUV) IPT has a potential requirement for the supply of approximately 180 Medium Protected Patrol Vehicles (MPPV) for likely delivery into service in early 2009. The MPPV will be a wheeled vehicle, with an approximate gross vehicle weight of 14 tonnes, capable of carrying up to 7 crew members, providing protected mobility and offering very high levels of protection against a number of known and emerging threats of a varied nature including Ballistic, Blast, Mine and Fragmentation.
MPPVs are principally required for a wide range of patrol tasks and are normally expected to operate on roads and rough tracks in urban, semi-urban and rural environments; however they need to be sufficiently agile to provide a degree of cross country mobility.
A “draft” User Requirements Document (URD) and Pre-Qualification Questionnaire (PQQ) will be made available to Industry, following a down selection activity, which will provide more details of the requirement.
The details contained within the URD will contain protectively marked information and will therefore only be available to potential contractors who hold, or who are prepared and able to obtain, appropriate UK or equivalent national security accreditation.
An opportunity to show equipment or concepts to meet this requirement will be available at the SUV IPT Stakeholder event DVD 2007 where an initial informal assessment will be carried out by key stakeholders.
This MPPV requirement is considered to be “Warlike” in nature; hence the ITT will not be subject to the normal EU Directive.
The MPPV programme is currently unfunded, however funding has been made available to support a Cat D Capability Concept Demonstration (CCD) programme. Once funding has been released the programme will be formalised under normal Cat C procurement procedures. This advert is a risk reduction measure to investigate the possible options available through the CCD.
