, Portable anti-aircraft missile systems are proliferating without government control, making them available to terrorists or the mafia, a multilateral arms export control group said Dec. 7.
The Wassenaar arrangement on export controls for conventional arms and dual-use goods and technologies, comprising 40 countries, said many thousand portable missiles, so-called MANPADS, could be circulating outside official export channels.
The best-known MANPADS are U.S.-made Stinger missiles and Russian SAM-7s.
