As long as the cost of any modification is borne by the US Navy is it really Babcock's problem if it turns into an expensive franken ship and then gets cancelled?

If anything that speaks to the incompetence of US Navy procurement than it does to Babcock, especially if multiple other countries are building the same design without any obvious apparent problems.
 
Babcock's been having problems in the UK, but I don't know how much of that is the RN changing its mind about exactly what it wants. Everything seems to be going smoothly in Poland AFAIK except for the CAMM-MR missile, but that's nothing to do with Babcock & I think is entirely due to the Polish government dithering over financing development.
