US lifts sanctions against Indian space, nuclear entities

Washington, Sept. 30. (PTI): The United States has lifted some of the sanctions against Indian space and nuclear entities, taking forward the Next Steps in Strategic Partnership (NSSP) between the two countries.

The US Commerce Department's decision to lift sanctions against Indian Space Research Organisation's (ISRO) subordinate entities and Department of Atomic Energy entities would ease export of some high-tech items to India.

The Department also said that it had now corrected some "mistakes" in an earlier announcement by the Bureau of Industry and Security. It said for some items there was a case- by-case review and for others a presumption of approval.

The ISRO subordinate entities are: ISRO Telemetry, Tracking and Command Network; ISRO Inertial Systemsnit, Thiruvananthapuram; Liquid Propulsion Systems Center; Solid Propellant Space Booster Plant; Space Applications Center, Ahmedabad; Sriharikota Space Centre; Vikram Sarabhai Space Centre, Thiruvananthapuram.

The US has also lifted sanctions against DAE Entities like Bhabha Atomic Research Centre; Indira Gandhi Atomic Research Centre; Indian Rare Earths; Nuclear reactors (including power plants) not under International Atomic Energy Agency (IAEA) safeguards, fuel reprocessing and enrichment facilities, heavy water production facilities and their collocated ammonia plants.

After months of promises, finally some action. Shd be a boost for this industry,

the sad thing is the chinese government has been able to steal telemtry technology form companies like Motorola easily and i think (im not sure) teh USA has never had sanctios on China, i personally think the USA wants to sue india as a counterbalance to the growing chinese influence, so its risky for india because their relationship with the states have been an on-off thing for the past few decade

Actually a number of US companies have tried to do the international thing of suing chinese companies through the courts for theft. The most recent being General Motors last week. The US does have embargoes on Chinese technology transfers.

In addition, those companies that have been identified as selling in breech have been penalised on future contracts and financially.

Thats true, the only way that they have been able to move forward is to steal it. take away French, German, US, UK, Japanese and Israeli technology and you have a nation that was still stuck in a stalinist fighting mode.

But, they may have some of the earlier generation technologies, but they have no idea how to integrate them into a combined and synmbiotic package.

Eg, it will be a generation before they have Israeli/French or Japanese overall capability.

Espionage only gives you part of the solution. Interestingly enough it has been touted that the French have deliberately let some technology be stolen as the sub systems were flawed. China appears to be making the same mistakes that some of the early russian collection teams made - they stole compromised technology.

The classic of course being the nuke warhead guidance systems which caused them (Russians) to panic about Y2K effect. In a twist of irony they had to bring in US teams (paid for by the american govt) to neutralise the systems. The US discovered that the guidance systems were direct copies of some early 1960's US BM technology. The Russians then indicated that China was using similar systems. One would assume that China was rapidly decapping its warheads in 1999. ;)
