It pains for every Filipino that the state of our AFP has become somewhat depressing. In any case, since due to budget reasons. Can the Italian made S-211 trainer jets be upgraded. up to what extent can both its electronics and weapons capability be upgraded?

Seriously, the S-211 was never intended as a combat aircraft. It is a trainer designed to introduce beginning pilots to the world of jet flight, no more. In America we say that one can not make a silk purse out of a pig's ear.

Save your money until the Philippines, hopefully, straightens out its fouled up, inept and incompetent political system. Then start over and do things right from the beginning.

Seriously, I am married to a Filipina and have gobs of in-laws there. Their opinion is the same as mine. Until the Philippines reorders its political, social, and economic system it will always be mired in the international backwaters. In 1950 the Philippines had the second largest economy in east asia, now it is tied for 15th with Vietnam a country that endured 30 years of devastating warfare. In the Philippines the rule is that the rich get richer and the poor become more numerous. Think why it is that tiny little Singapore is a major economic entity so far surpassing the Philippines.

One can not base any form of credible defense system on a failed economic and political system. Trying to do so is throwing good money after bad. The Philippines may as well continue doing what it has always done by depending on its friends and allies to bail it out when the going gets tough.

When it becomes in the self interests of Taiwan or USA to assist the Philippines it is amazing what hand me down weapons can be donated.

The concern for AFP funding is (FID) Foreign Internal Defense and COIN. For that we do not need high-performance tactical aircraft. Nor do we need to find ways to convert existing platforms that should be scrapped outright. The majority of funding is going to dual-use platforms - mostly associated with strategic and tactical air and sea lift as well as internal patrol and littoral/coastal capabilities. If nothing else for the PAF, we need to replace and auxiliary airlift with what's left of the aging C-130 fleet. We can lift troops, cargo and logistics in and around the islands, and provide support of the civilian population during the typhoon and other WX related events. The purchase of the Polish helos is a good start as well. Until we can fully address and defeat the COIN threat and *finally* secure our own internal areas (just look up the terms "Sulawesi Sea Triangle"), we should not be making questionable investments in high profile weapons systems that won't help us regain stability.
