It's briefly mentioned, and the article includes a photo of the UAV and launch vehicle. It looks like similar to the Tipchak, and is meant for recon work. Does anyone have any firm information on it's planned deliveries in 2009?
After a brief google search I found that the platform first started testing at Akhtyubinsk in 2004, and that the actual UAV is the Pchela-1K, with the Stroy-PD referencing the entire recon complex. Apparently a number of changes have been made to it since the photo in the article was taken. The launching platform has since been changed to a truck rather then the BTR-D which is shown in the photo. It has also been upgraded to do both day and night performace. Finally the Pchela UAV had been used in the irrc Second Chechen conflict.

1 Tipchak complex will be handed over annually, and the first Stroy-PD will be handed over this year. However no further delivery schedules in this article.
