state action to take after malfunction of arpa

hi there.

im a student and im having hard time finding answer over the internet thats why i decided to seek help here. my problehm is i have a report regarding the action to take after malfunction of arpa. im hoping some kind hearted will help me with my report.thanks

Assuming yu are talking about a merchant ship and the ARPA is required under Regulation V/19 of SOLAS then the breakdown need to be reported in accordance with Regulation I/11 of SOLAS to:



  • The Flag State
  • The Recognised Organisation; and
  • Where appropriate any relevant port state.

Thanks for your reply sir. i download the solas in pdf format but i have no luck in finding the procedure needed to take after the arpa is malfunction.

SOLAS is a convention and (again assuming we are talking commercial shipping here) it requires certain equipment to be fitted. If this fails then this is a critical (or serious) failure and reporting is required under SOLAS Chapter I, Regulation 11 (you need to read the whole thing).


Beyond that, call a shore based maintainer if it cannot be fixed on board..

If it is just the ARPA element of the radar, and not the entire radar set, and depending on whether you have another radar with ARPA or ATA available, and the conditions of visibility and traffic, you would have to consider commencing a manual radar plot. That would be my first action.

What level are you studying to? Is this question aimed at an OOW or the Master?

Certainly the ship can use alternate means and may have duplication. However, given the gentleman is a student (see first post in the topic) seeking a response in reporting requiremets the fact remains that if it is on Form E and required by SOLAS (even if you can use alternate means) then it still needs to be reported.

thank you sir for the answer..

so basically the action you need to take when the arpa has malfunctioned is it is at your own call as long as you can navigate the vessel safely.

i though there is a step by step procedure that is mandatory to follow. thank you sir for all of your replies. wish me luck to my report tomorrow.

this is what im gonna report tomorrow at my class based on your answers. please let me know if theres something i need to change. thank you very much for all of replies, it helps me alot.

1. The first thing we need to do is to try to calm. There’s no room for panic because lives of many are in your hand when you are at the duty.
2. Protect yourself and the ship from the result of failure. You must be prepared ahead of time before the actual failure happens. Look for possible danger while ARPA is not functioning. You can use the radar, navigational charts, GPS receiver, sextant or any alternatives to sure the safety of the ships and the crew.
3. Record your position at a regular basis using manual plotting.
4. Maintain a look out.
5. Try to trouble shoot the arpa.
• Restart
• Shut down the breakers then turn on again after few minutes
• Turn on Radar and observe it
• Consult the manual
• Perform diagnostic test
• Refer to the flow chart
• Determine the damaged parts
6. Inform and consult the captain.
7. Call for a technician to the port that you are heading.
8. Maintain manual plotting until you arrive at the port.

You appear to be summarising actions to keep the ships safe but not reporting requirements. If your question (as originally stated) relates to reporting your summary is incorrect if that is all you intend to do. If you do not report a failure of critical ship equipment to the flag state and RO, and the port state where you are in their port, then the ship is in breach of SOLAS I/11.


Trust me ........... this WILL result in port state action if found by the port state and not reported, even if you have called a maintainer. Section 1.2.3 of the ISM code required the operator/owner of the ship to comply with all relevant codes, conventions and rules. Failure to report is a breach of this requirement.

i need to report in the front of my professor and classmates what action to to take when arpa is malfunction. sort like graded reporting basis sir,
