What is funny about it? Lasers are being used on aircraft and ships now (or soon will anyway) i suppose man-held laser guns are still a few decades away.
Ridiculing it is being naive about the weapons development of the Soviet Union. The fact that the Soviets tried to make a laser weapon is quite amazing. Even the US is trying to make laser guns, so is that funny?
The gun design originates from the 80's or probably late 70's so pardon the look if it doesn't look futuristic.

I know its wrong to ridicule somthing like that and yes it is ignorant, But the fact its like somthing from 'Flash Gordon' which makes it slightly laughable.
But projects like Ground based/Airborne laser platforms seem to be more serious and no way laughable. I guess its just the likes of sci-fi b movies which have gave the wrong impression of these things.
