Russia to maintain nuclear balance with US: minister


MOSCOW, Oct. 1 (Xinhuanet) -- Russia plans to buy four intercontinental ballistic missiles in 2005 as part of its effort to maintain a nuclear balance with the United States, Defense Minister Sergei Ivanov said Friday.

"We are buying as many as necessary to maintain nuclear parity -- not Cold War-era parity but parity taking into account the security interests of the state," Ivanov said on his trip to Russia's black sea resort of Sochi, the Interfax news agency reported.

He said the four missiles will be purchased for the Strategic Missile Force which, with the navy and air force, forms Russia's military triad.

"The number of nuclear warheads is not important," Ivanov said,adding that "an international agreement determines the number of intercontinental ballistic missiles that can be employed by the Russian triad."

He said that apart from maintaining strategic parity, Russia should also keep its general-purpose forces and the anti-terror forces developing "in a balanced fashion."

Russian President Vladimir Putin has ordered the modernization of Russia's armed forces, turning them into a compact and sophisticated battle force.

The US-Russian nuclear arms reduction agreement, signed in May 2002 by US President George W. Bush and Russian President Vladimir Putin, obliges each side to cut its strategic nuclear arsenals by about two-thirds, to between 1,700 and 2,200 warheads, by 2012. Enditem

The russians should be a tat bit more worried about the chinese with their DF-31s and all. The DF-31 is one hell of a missile carrying three different warheads with a scud like mobility making it damn hard to find and bust. PS its got a 8000~10000km range more dangerous 2 da russians then the americans.

I dont think that the Russians could aford to maitain the nuclear balance with USA becoz its budget is decreasing annually.

This is interesting. It kind of highlights how far into disrepair Russia's missile technology has fallen that they have to buy missiles from China. edit: Maybe I'm reading this wrong. I was assuming that the source was Chinese, so the missiles would be coming from China. More likely that these are the Topol-M's, as previously mentioned.

Since 1993, the US has spent something like 5 or 6 Billion helping Russia dismantle and secure their nuclear arsenal, BM subs, ICBM's, launchers, etc. In 2002 the G8 countries committed another 20 Billion to this goal over the next 10 years.

I guess it's good that Russia is buying something new, rather than relying on an old and crumbling system, as long as it's not US dollars they're spending. I hope this doesn't jeopardize the ten-by-ten-by-ten plan.

Moscow, 15 May: Silo-launched and mobile Topol-M intercontinental ballistic missiles will form the core of the Strategic Missile Troops grouping after 2015, director of the Moscow Institute of Heat Technology and designer-general of the Topols Yuriy Solomonov told journalists today.

"Missiles of the previous generation will in practical terms be incapable of alert status by that time, they are becoming obsolescent," he said. "Certainly, Topol-M is the most modern missile. It belongs to the next generation of missile weaponry and differs fundamentally from everything that has been done before in this field in our country and abroad. This concerns its tactical technical features and also the features of its combat use, which is designed for conditions of possible counteraction by antimissile defence systems," he said.

The standardized solid-fuel three-stage Topol-M missile can be fitted with a single or multiple warhead and was designed at the Moscow Institute of Heat Technology. It has a range of over 11,000 km, it has a launch weight of 47 tonnes and a warhead weight of 1.2 tonnes.

There are currently four Strategic Missile Troops regiments armed with the silo-launched Topol-M system which are on alert status. Flight tests of the Topol-M missile system using a mobile launch pad are to be completed this year. The first regiment armed with mobile Topol-M missiles could go on alert status in 2006.

they dont seem to be competing with anyone.cant you see,they are struggling to keep their nation together.they would need a minimum capability,that their economy would allow and the size of their country demand.who would see it as a competition?the US?that too when they can cripple russia economically?
