DEVELOPING STORY: Russian news agencies cite the Kremlin as saying that President Vladimir Putin dissolved the government Wednesday.

Russian Prime Minister Mikhail Fradkov asked the Kremlin to dissolve his government, Russian news agencies reported, with less than three months remaining before parliamentary elections.

Fradkov made the decision based on "the approaching major political events in the country and a desire to give the president full freedom in making decisions, including personnel," Fradkov was quoted by ITAR-Tass as saying. A Kremlin spokesman could not immediately comment on the report.
this story just broke here.

Do any Russian experts know why?
so Putin can "appoint Ivanov?

BBC has more news on this:

http://news.bbc.co.uk/2/hi/europe/6991053.stm

Main story: Mr. Victor Zubkov is supposed to replace former Prime Minister Mikhail Fradkov.

Regarding your question:

Ivanov "has been appointed to ensure a smooth transition between Mr Putin and his successor, whoever that may be." They go back to the FSB (successor of KGB) days.

"Russian media had been speculating that First Deputy Prime Minister Sergei Ivanov - long considered a frontrunner for the presidency - could have been about to be made prime minister... but few in Russia believe that Mr Zubkov is now in the running for the presidency."

My $.02:

I think President Putin can appoint anyone he wants once the former PM resigns. Though, Mr. Zubkov still has to be confirmed by other members of government.

This is a political event and does not directly affect any aspects of defence.
