There's no real comparison. Israel has only a handful of naval vessels and about 4 Dolphines that they ordered from germany. Iran has 5 Ghadir class submarines, 2 Nahang Class submarines and 6 SSK class submarines from Russia. Plus around 1,500 Naval vessels. Not to mention Iran's indigenously produced destroyers. Plus, Iran has missile boats converted that can launch SCUDS from at sea. This puts them far above Israel's measure at at shoulder with the US Navy.
Israel's best asset are their aircraft, but even then only around 70 could reach Iran. Iran has 59 F-14s which would put up a fight and advanced SAMs that would thwart that threat.
Iran however has BMs which would go unintercepted at Israel. Israel has no effective ABM system. The Pine Green failed and the PAC-3 is nothing that they find to brag about. Iran has the clear advantage in such a conflict.:vamp

1) those F-14A's would be lucky to be combat capable, their primary A2A weapons are converted Hawk SAMs. A golden mile behind an F-15I. Almost a generational disadvantage i would say.
2) Iran's BM capability is based on SCUD technology i.e. decent range, limited accuracy due to guidance technology constraints, limited countermeasures, single warhead. Toast for PAC 2. A single warhead in a relatively low energy state without CM's will be easily intercepted by PAC 3, its an extremely high energy missile. You think Archer is going to have a problem with this sort of (rather primitive) threat?
3) a few missile boats and destroyers at "sholder" with the worlds greatest naval power? Are you frigging kidding me? Its a mediocre green water navy at best. Anyway naval capability would factor little in this conflict.
4) What advanced SAM's does Iran have that would effectively "thwart" such a threat? Tor M1? A point defense asset thats not going to do much to stop high altitude strike packages. Hawks are a long way from being an advanced SAM, especially 70's vintage. The only GBAD that is going to have a real impact on Israeli air power is the S-300, and only in numbers (one system will be saturated and suppressed).
5) How exactly has Green Pine failed? What do you base your opinion of PAC 3 on exactly? AFAIK PAC 3 has yet to be used in anger. However PAC-1 enjoyed impressive hit rates on SCUD esk threats (i.e. what Israel is facing) and PAC-3 is a much more advanced system specifically designed as a BMD system. I don't know what planet your living on, but Israel has the most effective BMD system on the planet with several redundant systems in place.
6) Due to accuracy limitations the only way Iran's BM's are going to be effective is for a terror campaign against civilian areas, or if they employ WMD's. The former option wont have a larger military impact, and the strategic consequences might be smaller than one would expect (the Israeli population us used to the threat of missile attacks on urban area's). The latter would likely invite a nuclear response, which doesn't bode well for Tehran.
