India, Russia to Work on Navigation Satellite Development

Russia and India are set to work together on the development of a new generation of satellites linked to the Russian Glonas navigation system.

The specialist Russian company Reshetnev and its Indian partners will work together on the development of Glonas-K satellites as laid down by “an intergovernmental agreement on cooperation ... for development of the Glonas navigation system,” according to Albert Kozlov, head of Reshetnev, Interfax reports.

The agreement stipulates joint work on putting Glonas-M satellites and the future Glonas-K satellites into orbit using Russian and Indian launchers, Kozlov said on Wednesday, the AFP news agency reported.

The Glonas system was developed by the Russian military in the 1980s and is a counterpart to the U.S. GPS system and the future European Galileo network, but has fallen behind for lack of finance.

In December last year India signed a deal with Russia to develop the Glonas system which should be fully operational in 2007. Three Glonas-M satellites are due to be put into orbit on Dec. 25, bringing the total number in the system up to 17.

Guys is this the begining of a new relation between india and russia.In a local news paper i saw that russia turned down chines offer to join the glonas project ,this indicates the bond between india & russia.What ever it says, for me the relation between india & russia is unbreakble that is our relation ship has grown to such a level that it cannot be broken.

Now back to the subject ,considering the "glonas" project i think this will lead to imbalance in this region.China & pakistan won't want such power to be in the hands of India & Russia.Especialy pak will be in trouble because with this tech India can actualy monitor the terrorist activities going on pak soil.

This "glonas" project will help India to study(or implement) the way's in which a satelite system can protect her from balestic missile ,simply balestic missile shiled.

I would like you guy's to coment on this project .(please make this thread a succes)

Makes sense considering the growing role of sattellites in guiding ordnance. The SS-N-19 ASCM (the missiles that Oscar II's like the Kursk were to shoot at carrier groups with) are believed to use sattelites at some point of their targeting. China's believed to be researching on creating ballistic missiles that can be launched from the mainland and directed at moving surface ships. The predator UAV (and i suspect it's sequels) also use satellites to communicate with their controllors. Lets not forget the JDAMS.

As satellite networks become more and more indispensible to the world's navies, it seems only logical that next step would be research into ways to neutralize enemy satellite networks. The interesting thing would be that since both India and Russia would share a satellite network
1. In the event of a conflict with a third party, China for example, the third party would hesitate at attacking the satellite network for fear of antagonizing the network's co owner

2. India and Russia seem confident that they won't need to fight each other anytime soon.


My big question; are the GLONAS satellites purely navigational or do they serve military purposes? Is the answer classified?;)

Glonas is actualy a gps as you know it is made to counter american gps & eurpean galelio pro.Your doubt is relavent if we just look back into the cold war this could be wright.

according to todays indian newspapers like hindu,indian express and the deccen chronicle ,the glossnass will have both civil and millitary navigational applications with india being given the licence for both the civil and millitary applications.
by the way russia will launch 3 glosnass k satellites on december 25.

The Global Navigation Satellite System (GLONASS) is based on a constellation of active satellites which continuously transmit coded signals in two frequency bands, which can be received by users anywhere on the Earth's surface to identify their position and velocity in real time based on ranging measurements. The system is a counterpart to the United States Global Positioning System (GPS) and both systems share the same principles in the data transmission and positioning methods. GLONASS is managed for the Russian Federation Government by the Russian Space Forces and the system is operated by the Coordination Scientific Information Center (KNITs) of the Ministry of Defense of the Russian Federation.



The operational space segment of GLONASS consists of 21 satellites in 3 orbital planes, with 3 on-orbit spares. The three orbital planes are separated 120 degrees, and the satellites within the same orbit plane by 45 degrees. Each satellite operates in circular 19,100 km orbits at an inclination angle of 64.8 degrees and each satellite completes an orbit in approximately 11 hours 15 minutes.

The ground control segment of GLONASS is entirely located within former Soviet Union territory. The Ground Control Center and Time Standards is located in Moscow and the telemetry and tracking stations are in St. Petersburg, Ternopol, Eniseisk, Komsomolsk-na-Amure.

The first GLONASS satellites were launched into orbit in 1982. Two Etalon geodetic satellites were also flown in the 19,100 km GLONASS orbit to fully characterise the gravitational field at the planned altitude and inclination. The original plans called for a complete operational system by 1991, but the deployment of the full constellation of satellites was not completed until late 1995 / early 1996. GLONASS was officially declared operational on September 24, 1993 by a decree of the President of the Russian Federation.

The Russian military identified, in the late 1960s a need for a Satellite Radio Navigation System (SRNS) for use in precision guidance of new generation of ballistic missiles in planning. The existing Tsiklon satellite navigation system required several minutes of observation by the receiving station to fix a position making them unusable for navigation positioning purposes. In 1968 to 1969 research institutes of the Ministry of Defence, Academy of Sciences, and Soviet Navy joined together to establish a single solution for air, land, sea, and space forces. This resulted in a 1970 requirements document that established the requirements for such a system. After further basic research in 1976 a decree was issued by the Soviet Union establishing the Global'naya Navigatsionnaya Sputnikovaya Sistema (GLONASS, Global Navigation Satellite System).

The constellation is currently operating in a degraded mode with only eight satellites fully operationall. A program for the gradual enhancement of the GLONASS constellation is being developed. That plan calls for 12 functioning satellites in 2001.

Work is underway to modernize the system. The Russian Space Forces plan to start flight tests of a new GLONASS-M program which would be launched between now and 2004. The new GLONASS-M satellite will have better signal characteristics as well as a longer design life (7-8 years instead of the current 3 years). In the future, plans are being developed to transition to a low mass third generation GLONASS-K satellites with a guaranteed lifespan of 10 years.

Why the rush for a satellite-based navigation system?
Any application where location information is needed is a possible candidate for this system. The system’s potential in contributing to precision warfare has been tested in some parts (mainly in the Iraq war by the US) and widely discussed globally. Given India’s global position in the subcontinent, as well as its problem of terrorist movement, access to such a system will surely give both its military and administration a clear edge over others.

yes we like it ,so you said that glonass will help india especialy in dealing with terrorists,if thats true ( it is true ) then how is pakistan going to tackle this project with china.Any coment on that.

china ,i believe has its own satellite navigation programme and are also members of the european galileo satellite navigation system project along with india(though i dont know if the galileo satellites can be used for defence applications),but basically technics are available to jam the gps signal(though i dont know what techniques they are).
one reason of countering any jamming of the gps is by using a combination of gps and ins this also provides greater accuracy.
gps signals are pretty common place and can be used only for navigation purposes and unless any terrorist organisation acquires precision guided weapons i dont see them deriving any benefit from the gps systems other than maybe finding their way,the gps systems can be effectively used for location of targets and their accurate destruction.

after reading this thread and the following news it seems that india is going to have a rapid growth in its space sector.

India and Russia are contemplating expansion of their cooperation in space by including military assistance in 'Global Navigation Satellite System'(GLONASS), presently limited to civil cooperation, a Russian official said today.

"Presently the assistance is limited in civil areas. But talks are on to expand the canvas of the agreement by providing assistance to the Indian side by including military support to India," Vladimir Romanov, Deputy Head of Science and Technology in Russian Embassy said on the sidelines of a seminar on Indo-Russian Space cooperation here.

He said India will be the only country to receive such an assistance from Russia which will help in guiding missiles.

He also said Russia is using private participation in its space programme to tackle the lack of funds after the collapse of USSR.

On the prominence of space research in post-USSR, he said, "there is no change in prominence. It depends upon funding. When funds goes down, opportunities also will be limited. But we are trying to overcome the situation by using private participation in communication related projects." Apart from cooperation in GLONASS he said Indian Space Research Organisation (ISRO) and its Russian counterpart ROSCOSMOS is contemplating partnership in manned missions to space as well as in lunar exploration.

The seminar was organised to commemorate the 45th anniversary of first human flight to space by Russian cosmonaut Yuri Gagarin.
