Frigates, destroyers and cruisers

Hi all,
there are many new ships classified as destroyers, which are much bigger than the older destroyers, e.g. Guangzhou, Langzhou, Sovremenny, Delhi, Arleigh Burke, Kongo, Forbin etc.

What are the reasons for this classification? Why are e.g. the Ticonderoga-class are classified as cruisers? Why are the Spanish Alvaro de Bazan, the German Sachsen and the Dutch De Zeven Provincien classified as frigates?

i guess it depend on it's weaponry. do you know Kuznetsov? peoples mistake it as a true aicraft carrier. the truth is, it's a Cruiser with aircraft carrying capability. it was so heavily armed it can almost operate on it's own without escorts.
