F-16 question

I was looking at a article on Strategypage I'll post a quote and link and have a few questions about the numbers of Vipers the US Air Force has. There have been a few articles lately about the number of USAF Vipers getting old with lots of hours on the frame and higher maintenance hours needed etc. The below article mentions having hundreds in storage couldn't some of these replace the older model that need replacing? Are they mainly C/D models? Are they being saved for a reason? Are they earmarked for foreign sales? Just thought it was odd that there not being used if aircraft are needed. If anybody could shed some light, thanks.
