- Planned wartime manpower: 580,000 (1% of population)
- At wartime about a quarter million medical corps, a quarter million firefighters, 100,000 civil engineer corps
- organized in local platoon-, company- and battalion-level units, with a command structure at state and federal level
- Mostly consisting of volunteers (and conscripts doing non-military duty)
- responsible for wartime protection and supply of the civilian population as well as organized standard supply for armed forces (food, water etc)
- above in addition to regular personnel in nationalized industries (e.g. 900 rescue platoons with 25,000 men within the Federal Mail Agency)
- Planned build-up of police forces in wartime through reserves
- At wartime conversion of 40,000-strong border patrol forces into police force with combattant engagement capability (i.e. for performing police duties in areas where they might face enemy forces)
- centralized, bunkered autonomous civilian network (10 coordination centers in fully autonomous bunkers with 170 men staff) with 1,000 N/C sensor stations and 20,000 warning stations tied into armed forces recon and air surveillance systems
- 1,250 public bunkers for about 1.5 million people (incl. 1,200 upgraded WW2 bunkers), additional bunkers (several 100,000 places) within nationalized industry
- financial support for private bunkers - originally planned as mandatory for new buildings, but the law failed to pass

- complete dissolution of capitalism in wartime, full replacement with ration system for all goods, starting with food.
