Bringing costs under control- USN

We all know that the USN has been having trouble with spiraling costs involving their hardware. This problem is also on the increase with the other branches of the military. I want to discuss where the cost increases are coming from and how to stop them.

First off, i'd like to pitch in something. I personally think Hardware is not the MOST expensive part of any operation it has to be the Maintenance of personnel; Their incomes their training etc! Hardware is a factor but it is usually a stable part of any operation.
