It seems to me that the balance of power is shifting when speaking about the U.S.N and the B.R.N, because of their new doctrine's that call for fewer and smaller ships.
The ability to fight a war and take losses occurs to me, as an evaporating concept among naval officials. Perhaps they are getting too comfy?
