Considering they are flying F-16s in large numbers and have integrated US training styles I would have to say they are a pretty competent force. I know after they broke ties with the Soviets and started acquiring US platforms they adopted Western style flight doctrine. Not sure about them being better than the Saudis, I have flown with them before and find them to be pretty well trained. During exercises they broke all of my mis-conceptions of the quality of Arab pilots. Sorry, I admit I am biased, but I can not agree. I would without hesitation say that on average, RSAF's pilots are a lot better trained and prepared than all of their Arab neighbours and probably a lot closer to NATO/Israeli standards than any other Air Force in the region. I would agree though that the Egyptians are not too far behind however.As for quality of pilots, well they might not be as good as Israelis but yet again better than Jordanians or Saudis.
