MENL, GCC leaders and their representatives endorsed a counter-insurgency accord during their two-day summit in Kuwait that ended on Monday. The accord calls for intelligence exchange, law enforcement cooperation, measures to halt financing to insurgency groups and steps to discourage the teaching of militant Islam in schools.
“Due to the council's concern to boost security cooperation and coordination to fight terrorism, it blessed the adoption of a treaty to combat terrorism,” a GCC communique said. “The GCC will take all measures to protect its security and stability, enforcing the principle of combined security of member countries.”
GCC officials said the treaty would have to be ratified by each of the six GCC states. But they said the accord marks a breakthrough in security cooperation in the Gulf region.
